- NASA/LaRC has a requirement for Post Flight Data Analysis of the PAD Abort (PA-1)Launch Vehicle.NASA/LaRC intends to purchase the items from ATA Engineering Inc. ATA successfully puttogether the methodology, delevoped the software, and processed the data from the firststage of testing. The reconstructed results of ATA's work matched with the first stagetest data and their methodology was approved by NASA Langley Loads & Dynamics Team andOrion Loads Panel. Therefore, the same methodology and software shall be used to processand reconstruct the data from the flight test (the second stage).The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon 07/20/2010. Such capabilities/qualifications will be evaluated solely for the purposeof determining whether or not to conduct this procurement on a competitive basis. Adetermination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
