- The Center for Disease Control and Prevention (CDC), National Center of Injury Prevention (NCIPC), Division of Injury Response, intends to award a sole source contract to the American College of Emergency, 1125 Executive circle, Irving, TX 75038. The authority for this sole source is FAR 6.302-1. The work involved with this project is to implement and evaluate surge capacity templates in Hospitals across the United States. The American College of Emergency is the only responsible source capable of meeting all of the Government's requirements because the American College of Emergency has served as the lead organization within Terrorism Injuries: Information, Dissemination and Exchange (TIIDE) project since its inception, and was instrumental in developing first in (In A Moment's Notice: Surge Capacity for Terrorist Bombings" template document. They conducted and have the only data on the pilot studies (baseline, 3 month and 6 month evaluations) with three hospitals. This data was pertinent to developing the Updated surge templates (recently released). In addition they own the pilot study data (baseline, 3 months, and 6 month evaluations). As a result of this synopsis, no competitive solicitation will be posted on FedBizOpps. We will issue only one solicitation to the American College of Emergency. Firms that believe they can provide these services are encouraged to identify themselves and give written notice to the Contract Specialist prior to the response date fund in the synopsis. A determination by the Government not to compete this proposed action will be based on responses to this notice and are solely within the discretion of the Contracting Officer.
