Description
Synopsis provide One (1) Isoprime Mass Spectrometer with Micro CHNS Analysis The U.S. EPA intends to negotiate on a sole source basis, under the authority of FAR Part 6.302-1, with Elementar Americas Inc. to provide One (1) Isoprime Mass Spectrometer with Micro CHNS Analysis with the following critical specification: 1)The instrument must provide a 100V head amplifier with switchable gains to allow for extended range of analysis. This capability is critical to producing precise and accurate stable isotope data for a wide range of sample sizes and matrices we are required to analyze. 2) The instrument must be equipped with a stainless steel flight tube which allows for critical vacuum maintenance. This capability is required for the high precision analysis we require. 3) The Elemental Analyzer component of the IRMS must allow baseline resolution of CO2, H2O, N2 and SO2 in order to enable simultaneous Carbon, Nitrogen and Sulfur determinations. This is required to meet sample throughput requirements necessary for timely delivery of data in support of time-sensitive products such as annual product milestones (APMs). EPA has identified Elementar Americas Inc. as the only provider of commercial instrument able to meet the requirements of this procurement. This procurement will be accomplished under FAR Part 12 Commercial Procedures. Interested firms may identify their interest and capability to respond to the requirements. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Sources wishing to be considered MUST submit documentation to the office identified above. Documentation must be submitted within 15 calendar days of the date of publication of this notice.
