- It is the National Energy Technology Laboratory's (NETL) intent to award a purchase order on a sole source basis to JEOL USA, Inc. for the annual maintenance agreement for the JEOL JSM-7000 Field Emission Scan Electron Microscope. This is considered a sole source to JEOL USA, Inc. for the annual maintenance agreement for the JEOL JSM-7000 Field Emission Scan Electron Microscope. Exact replacement parts must be utilized in order to assure continued reliable operation of the manufacturer's unit. To assure satisfactory operation of the equipment, the replacement parts must be obtained from the original equipment manufacturer or its representative. As such, JEOL is the only vendor for the proposed purchase. No other known vendor can provide the specific maintenance to this product and satisfy the agency's need for continued reliable operation of this equipment. JEOL is the only vendor that can supply the maintenance as described. This is not a formal solicitation. This synopsis is not considered a Request for Quotation or Proposal. No solicitation document is available. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. Challenges must demonstrate the capability to provide all necessary data elements. If no challenges to acquire this maintenance agreement are received by 5:30 p.m. EST on July 29, 2010, the government reserves the right to execute an award without publishing a solicitation. A determination by the Government not to compete this proposed contract based on this notice is solely within the discretion of the Government. Detailed capabilities must be submitted to lora.stumpf@netl.doe.gov no later than the time and date noted above.
