- RFP Executive Summary Section L w/ attachments (5ea) and Section M Section J Attachments (12ea) RFP The Air Armament Center, 708th Armament Systems Group, Eglin AFB FL, will be issuing a contract to support the acquisition of the Hard Target Void Sensing Fuze (HTVSF). The HTVSF is intended to provide a hard target, void sensing fuze capability for use on BLU-109, BLU-113, and BLU 122 penetrator warheads. The intent of this solicitation is to request proposals and information necessary for the Government selection of one contractor. Two contractors, Alliant Techsystems, Inc. and Thales Missile Electronics, LTD., are performing concurrent JCTD efforts under a rolling down-select evaluation period. The Government anticipates a single contract for HTVSF EMD and Production. The Government intends to solicit and negotiate with only the contractors cited above, for an expected award date to be in the first quarter of FY11, under the authority of FAR 6.302-1(a)(2)(ii). The contract will consist of an EMD effort which will be a Firm Fixed Price Incentive (Firm Target) (FPIF) with 3 annual option Production Lots, which will be Firm Fixed Price (FFP). Collect calls will not be accepted. An Ombudsman has been appointed to address concerns from offerors and potential offerors. The Ombudsman does not diminish the authority of the program director or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or source selection process. Matters of a routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman but rather to the Contracting Officer, Contract Specialist, or Program Manager.
