- The NRL has a requirement for research and development in the diverse area of Engineering and Physical and Life Sciences. The R&D requirements include tasks that vary considerably in their scope and in the complexity of the deliverable products. These tasks include but are not limited to: Analysis of airborne and waterbourne chemicals aboard Navy Ships for life support and environmental systems; new methods of chemical analysis and the development of novel chemical sensors for trace analysis of contaminants in a variety of matrices; research in biotechnology including the development of biosensors for drugs of abuse, biological warfare agents and other analytes; developing DNA standards and improved biocatalysts; environmental remediation, including in situ bioremediation, and site characterization efforts to detect, degrade or remove organics in ecosystems; synthesis, modification and characterization of surfaces, interfaces and materials; synthesis and characterization of materials for energy storage, conversion and generation; and computerized calibration of instruments and development of computer hardware and software to conduct specialized data collection and analysis. The government anticipates award of one or more Cost-Plus-Fixed-Fee term type contract(s). The anticipated period of performance is a basic award for twelve (12) months, with 4-twelve (12) month option periods, if exercised. The anticipated level of effort for all CLINs is 34,080 hours per twelve (12) month period. This is a follow-on to NRL Contract number N00173-03-C-2013, which was awarded to SAIC (formerly known as Geo Centers Inc.). Access to classified information is not required for this effort. The unique nature of this research requires access to NRL laboratories, hardware, computing resources and databases dictating that a major portion of the labor tasks be performed on-site at the Naval Research Laboratory (NRL). It is anticipated that one or more award will result from this procurement. NRL uses Electronic Commerce (EC) to issue Requests for Proposals (RFPs) and amendments to RFPs. Paper copies of the RFP will not be provided. This is not a solicitation. The actual closing date for proposals will be stated in the solicitation when issued. All responsible sources may submit a proposal which shall be considered by the agency.
