RFP VA-244-10-RP-0307 CONSULTANT SERVICES, CHIEF FINANCIAL OFFICE VETERANS AFFAIRS MEDICAL CENTER, LEBANON, PA Statement of Work Background: The purpose of this contract is to provide consultant services for the Chief Financial Office at the VA Medical Center, Lebanon, PA. The services include providing advice and training to support the Chief Financial Office for the period 1 August 2010 (or date of award), through 31 October 2010 with the option to extend or renew services. The services will include but are not limited to: Provide financial training to individuals; assistance to staff within fiscal; serve as liaison between VISN 4 CFO and the Lebanon VA Medical Center; and most critically, providing VA specific financial management training and assistance to the Lebanon VAMC Fiscal Community. The work hours are from Monday through Friday, 8:00 am - 4:30 pm (40 hours per week). This solicitation is being issued as a Request for Proposals and is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Offers are only being solicited from Veteran-owned small business concerns. 1.Offers received from concerns that are not Veteran owned small business concerns will be considered nonresponsive and will be rejected. 2.Any award resulting from this solicitation will be made to a Veteran owned small business concern. 3.NAICS Code: 541611; SB Size Standard: $7.0 million. Credentials Required: The consultant must meet the OPM qualifications for the Financial Management Series 505 and 510. The consultant will be required to provide financial services to the Lebanon VAMC, primarily impacting the local area. Financial management is necessary to support the fundamental mission of the Medical Center, which provides acute, outpatient, and intermediate care for Veterans through general health programs. The consultant shall provide assistance on the maintenance of funds by program, appropriateness of expenditures, collection of funds, and ensuring the fiscal integrity of all financial records. The consultant must have technical skills in VHA Budget Policy to develop and recommend a budget plan, taking into consideration workload, FTEE, salaries, non-payroll requirements, and space. Participation in negotiations with managers may be required in the process of developing budget recommendations on allowances and appropriations throughout the Medical Center. The scope of work requires knowledge of Federal statutes, VA regulations and guidelines, Comptroller General Decisions, regulations of the U.S. Treasury Department, GAO, Office of the Inspector General and the Office of Management and Budgeting, as well as a thorough understanding of management, payroll, budgeting techniques and systems within the VHA. The work includes providing advisory service to management in regard to financial data, reporting effectiveness and efficiency of facility financial operations, and reviewing and initializing a responsive system of reporting. Attendance at formal and informal meetings is required. General Requirements: The consultant will provide the following: 1. Train and advise Lebanon VA fiscal personnel on overall execution of the FY10 budget plan and development of the FY11 budget plans. 2. Provide fiscal guidance and training to help the Lebanon VA fiscal personnel work through issues which may arise during the contract period. 3. Perform training for Fiscal Personnel on functions of VHA Station Fiscal Service Requirements. 4. Attend formal and informal meetings and conference calls as required to provide guidance and advice as needed. Specific Requirements: 1. Team Meetings: Coordinate with Lebanon VAMC and VISN 4 personnel on aspects of routine assignments to be completed during the year. 2. Status Meetings: Schedule meetings with the Lebanon VAMC leadership to discuss training progress, process improvement ideas, and status of financial issues. 3. Training: Ensure that all required training is being completed, including: a. Budget Officer training and responsibilities of a VA Financial Manager. This includes training to ensure that the budget system is effectively utilized as an evaluating tool, measuring program performance and effectiveness. b. Proper communication process with other services to provide assistance with their budgets. Security Requirements: The consultant must be in compliance with local VA security requirements regarding access to the automated systems: 1. Each Contractor assigned work under this contract is required to receive and document completion of VA training on Cyber Security prior to having access to the VA computer system. Security Training will be accomplished annually or in accordance with Office of Cyber and Information Security requirements. Contractor personnel having access to VA information Systems are required to read and sign a Rules of Behavior statement with outlines rules of behavior related to VA Automated Information Systems. The COTR will provide the Contractor, through the facility ISO, the Rules of Behavior for the respective facility. 3. As VA routinely reviews and updates policies and procedures covering Contractor computer access this contract may be modified to reflect new policies and procedures during the term of this agreement. This includes any new training requirements from regulatory sources. Government Furnished Equipment: The Government will provide a computer, work space, and associated utilities. Submission of Quotation: Proposals must be submitted on or before 4:00 pm, EDT, 26 July 2010 to the Contracting Officer: William J. Rys, william.rys@va.gov, 717 272-6621 ext 3946. The proposal submission must consist of two separate volumes entitled: "Volume I: Price Proposal" and "Volume II: Technical Proposal". The Contractor shall furnish electronic copies of both Volumes I and II e-mailed to William J. Rys at william.rys@va.gov. The technical and price proposals, if accepted by the Government, will form binding parts of the contract that results from this solicitation. Therefore, care must be taken to properly address the requirements set forth in this RFQ. A.Volume I; Price Proposal Requirements: The Contractor shall submit with their proposal an all-inclusive hourly rate for the consultant services, and an estimate of travel costs for transportation, lodging, meals and incidental expenses. B.Volume II; Technical Proposal Requirements: The Technical Proposal must include three parts: 1. Technical Expertise 2. Key Personnel Resume and related experience 3. Past Performance Evaluation Criteria: Award will be made to the proposal that offers the best value to the government. For the purpose of evaluations, the technical proposal factors, when combined, will be considered approximately equal to price. Terms of the Contract: Services will be provided in accordance with the Statement of Work and all terms, conditions, and provisions of the resulting contract for the base period of contract from award through 31 October 2010 with three (3) three (3) month renewable option periods to be exercised at the option of the government. The contract is effective from date of award through 31 October 2010. This contract may be amended at the option of the VA with 14 (fourteen) days notice to the contractor. If the services are not needed through 31 Oct 2010, or the expiration date of each option period, the Contracting Office will give the Contractor a minimum of a 2 (two) week notice before the last date that services are needed. The total duration of this contract, including the exercise of any options, may not exceed one (1) year. The contract is subject to availability of VA funds. The Contractor shall perform no services after September 30 each year until the contracting officer authorizes such services in writing. FSC may utilize third-party Contractors to facilitate invoice processing. (End of Clause) 52.224-2 PRIVACY ACT (APR 1984) (a) The Contractor agrees to-- (1) Comply with the Privacy Act of 1974 (the Act) and the agency rules and regulations issued under the Act in the design, development, or operation of any system of records on individuals to accomplish an agency function when the contract specifically identifies-- (i) The systems of records; and (ii) The design, development, or operation work that the contractor is to perform; (2) Include the Privacy Act notification contained in this contract in every solicitation and resulting subcontract and in every subcontract awarded without a solicitation, when the work statement in the proposed subcontract requires the design, development, or operation of a system of records on individuals that is subject to the Act; and (3) Include this clause, including this subparagraph (3), in all subcontracts awarded under this contract which requires the design, development, or operation of such a system of records. (b) In the event of violations of the Act, a civil action may be brought against the agency involved when the violation concerns the design, development, or operation of a system of records on individuals to accomplish an agency function, and criminal penalties may be imposed upon the officers or employees of the agency when the violation concerns the operation of a system of records on individuals to accomplish an agency function. For purposes of the Act, when the contract is for the operation of a system of records on individuals to accomplish an agency function, the Contractor and any employee of the Contractor is considered to be an employee of the agency. (c) (1) "Operation of a system of records," as used in this clause, means performance of any of the activities associated with maintaining the system of records, including the collection, use, and dissemination of records. (2) "Record," as used in this clause, means any item, collection, or grouping of information about an individual that is maintained by an agency, including, but not limited to, education, financial transactions, medical history, and criminal or employment history and that contains the person's name, or the identifying number, symbol, or other identifying particular assigned to the individual, such as a fingerprint or voiceprint or a photograph. (3) "System of records on individuals," as used in this clause, means a group of any records under the control of any agency from which information is retrieved by the name of the individual or by some identifying number, symbol, or other identifying particular assigned to the individual. (End of Clause) VAAR 852.203-70 COMMERCIAL ADVERTISING (JAN 2008) The bidder or offeror agrees that if a contract is awarded to him/her, as a result of this solicitation, he/she will not advertise the award of the contract in his/her commercial advertising in such a manner as to state or imply that the Department of Veterans Affairs endorses a product, project or commercial line of endeavor. (End of Clause) VAAR 852.219-11 VA NOTICE OF TOTAL VETERAN-OWNED SMALL BUSINESS SET-ASIDE (DEC 2009) (a) Definition. For the Department of Veterans Affairs, "Veteran-owned small business concern"- (1) Means a small business concern- (i) Not less than 51 percent of which is owned by one or more veterans or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more veterans; (ii) The management and daily business operations of which are controlled by one or more veterans; (iii) The business meets Federal small business size standards for the applicable North American Industry Classification System (NAICS) code identified in the solicitation document; and (iv) The business has been verified for ownership and control and is so listed in the Vendor Information Pages database, (http://www.VetBiz.gov). (2) "Veteran" is defined in 38 U.S.C. 101(2). (b) General. (1) Offers are solicited only from veteran-owned small business concerns. All service-disabled veteran-owned small businesses are also determined to be veteranowned small businesses if they meet the criteria identified in paragraph (a)(1) of this section. Offers received from concerns that are not veteran-owned small business concerns shall not be considered. (2) Any award resulting from this solicitation shall be made to a veteran-owned small business concern. (c) Agreement. A veteran-owned small business concern agrees that in the performance of the contract, in the case of a contract for- (1) Services (except construction), at least 50 percent of the cost of personnel for contract performance will be spent for employees of the concern or employees of other eligible veteran-owned small business concerns; (2) Supplies (other than acquisition from a non-manufacturer of the supplies), at least 50 percent of the cost of manufacturing, excluding the cost of materials, will be performed by the concern or other eligible veteran-owned small business concerns; (3) General construction, at least 15 percent of the cost of the contract performance incurred for personnel will be spent on the concern's employees or the employees of other eligible veteran-owned small business concerns; or (4) Construction by special trade contractors, at least 25 percent of the cost of the contract performance incurred for personnel will be spent on the concern's employees or the employees of other eligible veteran-owned small business concerns. (d) A joint venture may be considered a veteran-owned small business concern if: (1) At least one member of the joint venture is a veteran-owned small business concern, and makes the following representations: That it is a veteran-owned small business concern, and that it is a small business concern under the NAICS code assigned to the procurement; (2) Each other concern is small under the size standard corresponding to the NAICS code assigned to the procurement; (3) The joint venture meets the requirements of paragraph 7 of the explanation of Affiliates in 19.101 of the Federal Acquisition Regulation; and (4) The joint venture meets the requirements of 13 CFR 125.15(b), except that the principal company may be a veteran-owned small business concern or a service-disabled veteran-owned small business concern. (e) Any veteran-owned small business concern (non-manufacturer) must meet the requirements in 19.102(f) of the Federal Acquisition Regulation to receive a benefit under this program. (End of Clause) VAAR 852.273-75 SECURITY REQUIREMENTS FOR UNCLASSIFIED INFORMATION TECHNOLOGY RESOURCES (Interim - October 2008) (a) The contractor and their personnel shall be subject to the same Federal laws, regulations, standards and VA policies as VA personnel, regarding information and information system security. These include, but are not limited to Federal Information Security Management Act (FISMA), Appendix III of OMB Circular A-130, and guidance and standards, available from the Department of Commerce's National Institute of Standards and Technology (NIST). This also includes the use of common security configurations available from NIST's Web site at: http://checklists.nist.gov (b) To ensure that appropriate security controls are in place, Contractors must follow the procedures set forth in "VA Information and Information System Security/Privacy Requirements for IT Contracts" located at the following Web site: http://www.iprm.oit.va.gov (End of Clause)
