Description
This is a Sources Sought Synopsis announcement, a market survey for information to be used for preliminary planning purposes. The information received will be used within the NSWC, Corona Contracts office to facilitate the decision making process and will not be disclosed outside of this office. A decision will be made whether to issue the proposed solicitation as a competitive set-aside for U.S. Small Business Administration (SBA) certified 8(a), HUBZone, Service-Disabled Veteran-Owned Small Businesses and/or Small Business, or whether to issue as full and open competition (unrestricted). No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. This notice does not constitute a Request for Proposal and is not to be construed as a commitment by the Government for any purpose other than market research. Respondents will not be notified of the results of the evaluation.The Naval Surface Warfare Center, Corona is seeking SBA certified 8(a), HUBZone, Service-disabled Veteran-Owned Small Business and/or Small Business sources with current relevant experience and capabilities to perform gravity survey services required for a firm fixed price.The requirements are for a Firm Fixed Price contract for the services required for an onsite establishment of an absolute gravity benchmark in the PE22 Navy Gage & Standards Laboratory, in Bldg 575 at the Naval Surface Warfare Center, Corona Division. The contractor shall perform this service with the end result of providing NSWC Corona with documentation of the local gravity within the laboratory. The Navy Gage & Standards Laboratory is required to report the local gravity on every calibration certificate provided to their customers. The local gravity is currently known, determined from these same services performed in 2003. The certificate cannot be located by PE personnel. The previous contractor that performed this service in 2003 cannot locate the archived certificate either. The completion of this service will also resolve a deficiency identified in a JNACT audit conducted in 2009.The contractor shall provide all labor, shipping and equipment required to perform the gravity survey. A complete report and certificate will be provided to the Government within 14 days of the completion of the services. Amplifying Information - N/AService is required to be completed within 30 days of contract award. All documentation is required to be provided to NSWC, Corona within 14 days of the completion of the services. All inquiries and questions must be sent electronically to: Marlena.warren@navy.mil
