- The Fleet and Industrial Supply Center (FISC) Norfolk Contracting Department Philadelphia Division intends to modify contract N00189-09-P-Z887, a firm fixed price type contract, adding additional work. The modification will consist of a one-year lot beginning September 2010 to September 2011. It is intended to solicit on an Other Than Full and Open Competition basis for the additional work consisting of educational services to develop hybrid courseware and training continuum for threat reduction and emergency response training from Florida Community College Jacksonville (FCCJ) of Jacksonville, FL in support of Naval Education Training Command (NETC). Services will be performed at Naval Education Training Command, Pensacola, FL; and other locations as necessary and directed by NETC. The contract action is for non-commercial services for which the Government intends to solicit and negotiate with only one source (Florida Community College Jacksonville), under the statutory authority permitting other than full and open competition, 10 U.S.C.
