- THERE ARE NO FUNDS AGAINST THE BAA SOLICITATION. The U.S. Army Product Manager Soldier Protective Equipment (PM SPE), Program Executive Office (PEO)-Soldier Broad Agency Announcement (BAA) W91CRB-10-R-0073 identifies research, development, engineering, and manufacturing areas of interest. Broad Agency Announcement W91CRB-10-R-0073 will be posted to the Army Single Face to Industry (ASFI) website https://acquisition.army.mil/asfi on or about 03 August 2010. This BAA provides for the competitive selection of proposals. Proposals submitted in response to this BAA and selected for award are considered to be the result of full and open competition and in full compliance with the provision of Public Law 98-369, The Competition in Contracting Act of 1984 and subsequent amendments. In an effort to minimize proposal preparation costs, this BAA utilizes a two-step process. The first step will be the submission of a concept paper. Offerors that submit concept papers consistent with the intent of the BAA, and are of interest to the Government will be invited to submit a formal, complete & detailed proposal (Step Two). Such an invitation does not ensure that the Offeror will be awarded a contract. Instructions for the submission of concept papers and proposals are contained in the BAA. The submission of a concept paper is required prior to the submission of a proposal. Failure to follow this two-step process may preclude the chance for award. Proposals submitted in response to this BAA will be evaluated in accordance with the evaluation criteria set forth in the BAA. Concept papers will be evaluated by technical/scientific personnel that are knowledgeable within the particular topical area/specific interest area on the scientific/technical merit, the management approach, the importance to agency programs, and the proposed cost/price. Part I (Technical Section) of the formal, complete & detailed proposal will be the primary proposal for the evaluation, with Part II (Management) and III (Cost/Price) used as supplementary material at the discretion of the individual reviewer. The evaluation of proposals will be accomplished through an independent technical review of each using the following criteria, which are listed in descending order of relative importance: Quality and Technical Merit, Impact of the Project, and Capabilities and Experience. Cost realism and reasonableness shall also be considered to the extent appropriate. This BAA is a continuously open announcement valid throughout the period from the date of issuance through five years thereafter, unless superseded, extended or canceled. Concept papers will be accepted up until the closing date of the BAA. Proposals may be submitted at any time after the concept paper has been approved and up until the BAA closing date. 2012. Awards against this BAA may be made up to 120 days after the BAA closing date. The BAA Technical Areas of Interest are as follows: 1. Personal Ballistic Protection, 2. Personal Blast Protection, 3. Integrated Head Protection, 4. Test Methodologies/Standards, and 5. Personal Protection System Integration. Informal exchanges of information and technical questions shall be directed to the applicable technical POC listed under each topical area noted in Section IV herein for any proposed research and shall occur BEFORE the submission of a formal, complete & detailed proposal.
