Description
THIS REQUIREMENT IS FOR FIVE EACH FIRST ARTICLE UNITS WHICH WILL BE UTILIZED IN THE TESTING AND QUALIFICATION OF 18 TYPES OF TEXTILE AIRCRAFT ARRESTING SYSTEMS (TAAS) AS DEFINED IN THE PRODUCT DESCRIPTION AND STATEMENT OF WORK TO BE PROVIDED. ALSO INCLUDED ARE REQUIREMENTS FOR TECHNICAL MANUALS, PROVISIONING, ENGINEERING DATA, TEST PLANS/REPORTS, TECHNICAL REPORT/STUDY SERVICES, TRAINING MATERIALS AND PRODUCTION QUANTITIES FOR EIGHT TYPES TAAS UPON SUCCESSFUL FIRST ARTICLE TESTING. ALSO INCLUDED ARE TWO ADDITIONAL OPTION PERIODS FOR QUANTITIES RANGING FROM 1-2 TO 1-6, DEPENDING ON THE TAAS REQUIREMENT. THE TAAS IS A ONE TIME EMERGENCY USE OVERRUN AIRCRAFT ARRESTING SYSTEM DESIGNED FOR USE WITH TAIL HOOK EQUIPPED FIGHTER AIRCRAFT, OR NON-HOOK EQUIPPED AIRCRAFT WHEN COUPLED WITH A NET BARRIER ENGAGING SYSTEM SUCH AS THE MA-1A BARRIER OR BAK-15 BARRIER NET. THE FUNDAMENTAL DIFFERENCE BETWEEN EACH TAAS CONFIGURATION IS THE ORIGINAL OVERALL LENGTH OF THE UN TORN STRAP, ORIENTATION OF THE FOUNDATONS TO WHICH THE MODULES ARE ANCHORED AND THE TOTAL NUMBER OF MODULES USED. SYSTEMS ARE IDENTIFIABLE BY SUBSEQUENT NUMBERING FOLLOWING THE TAAS DESIGNATOR. THE AMOUNT OF ENERGY AVAILABLE TO BE ABSORED BY A TAAS IS DIRECTLY RELATED TO THE LENGTH (AND NUMBER) OF UN TORN STRAPS AVAILABLE. DELIVERY OF THE FIRST ARTICLE UNIT FOR GOVERNMENT TESTING/APPROVAL WILL BE 330 DAYS ARO. DELIVERY WILL BE TO TEST SITE, LAKEHURST NJ. DELIVERY OF PRODUCTION QUANTITIES (18 EACH IN BASIC YEAR) WILL BEGIN 330 DAYS AFTER FIRST ARTICLE APPROVAL TO VARIOUS CONUS LOCATIONS. DELIVERY WILL BE ON INCREMENTAL BASIS. DELIVERY OF OPTION QUANTITIES WILL BE 330 DAYS AFTER EXERCISE OF OPTION. DESTINATION UNKNOWN. THE RFP AND ASSOCIATED DOCUMENTS WILL BE POSTED TO FBO. NO HARD COPIES WILL BE PROVIDED. QUESTIONS RELATED TO THIS ACQUISITION MUST BE SUBMITTED IN WRITING TO THE POC LISTED HEREIN. NO QUESTIONS WILL BE ANSWERED VIA TELEPHONE. QUESTIONS AND ANSWERS WILL BE POSTED TO FBO; HOWEVER THE IDENTITY OF THE POTENTIAL OFFEROR AS WELL AS THE RESPONDENT WILL NOT BE DISCLOSED. THE GOVERNMENT WILL UTILIZE PERFORMANCE/PRICE TRADEOFF (PPT) SOURCE SELECTION PROCEDURES TO MAKE A BEST VALUE AWARD DECISION. TRADEOFFS WILL BE MADE BETWEEN PRESENT/PAST PERFORMANCE AND COST/PRICE WITH PRESENT/PAST PERFORMANCE CONSIDERED EQUAL. PROPOALS WILL BE EVALUATED AND AWARD MAKE IN ACCORDANCE WITH THE EVALUATION CRITERIA SET FORTH IN THE RFP. IN ACCORDANCE WITH AFFARS 5305.204, PROSPECTIVE OFFERORS ARE ADVISED THAT FOREIGN PARTICIPATION IS PERMITTED AT THE PRIME CONTRACTOR LEVEL. OFFERORS SHALL PREPARE PROPOSAL IN ACCORDANCE WITH MANDATORY, EXPLICIT AND DETAILED INSTRUCTIONS AS CONTAINED IN THE RFP. ALL OFFERS SHALL BE IN ENGLISH AND IN U.S. DOLLARS.
