- THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO INTERNATIONAL BUSINESS MACHINES (IBM), INC UNDER GSA CONTRACT GS-35F-4984H/ED-06-DO-0269/TASK ORDER 9. IBM currently provides program and technical subject matter expertise to the Risk Management Services (RMS) in support of its grants management and oversight initiative. Specifically, IBM assists RMS in determining potential risk within the ED grantee and grant portfolio as part of the Enterprise Risk Management (ERM) analysis activities through the following activities: • Work with GAPS and G5 system owners to determine the most appropriate mechanisms for extracting and managing RMS required data from GAPS and G5. • Develop data analysis plans for use in the RMS predictive analysis software tool. • Review and provide recommendations on data trends and impacts within the ED grantee and grant portfolio. • Assist in the refinement of processes and procedures based on best practices, analysis findings, and testing outcomes. • Document policies and procedures related to RMS overall goals and objectives for the Department. RMS needs additional support in the following activities: • Development of an ARRA Reporting Requirement Tool using GAPS/G5 data to determine spending patterns, trends, and risk factors. Support for the retrieval, compilation, and analysis of Recovery Act (ARRA) data, including data related to prime and sub-recipients and vendors in creating this tool. • Development of a tool or tools to analyze risk factors of grant applicants based on GAPS/G5 data and other available data. This Slate Analysis Tool shall be used with other factors to inform grant award decisions. • Support for GAPS/G5 system owners to ascertain and access appropriate data to meet the October 1, 2010 requirement that federal agencies report on sub-recipient activity. The Department expects to obtain this requirement through Task Order 9 under GSA Contract GS-35F-4984H/ED-06-DO-0269 with IBM, Inc.
