- * This notice has been amended to change the period of performance to include four one year option periods. The National Cancer Institute (NCI) plans to procure the services to provide preventive maintenance service contract for Government-owned computer room AC units in 6 buildings in the Rockville, Bethesda, and Gaithersburg, Maryland area. The acquisition will be conducted under the procedures for acquiring commercial items authorized in FAR Part 12 and the authority to use simplified procedures for commercial requirements provided in FAR 13.5. The North American Industry Classification System Code is 811219 and the business size standard is $6.5M. This solicitation is 100% set aside for small businesses. Introduction: The National Cancer Institute (NCI) has a requirement to provide preventive maintenance service contract for approximately 18 computer room AC units in 6 buildings in the Rockville/Bethesda Maryland area. Some of the manufacturers include but are not limited to: Liebert, APC, Stulz, Airflow and Trane. The models vary from unit to unit and a complete list of the model/make, and ID will be provided with the separately issued solicitation. Specific and Mandatory Requirements: The contractor shall perform monthly prevetive maintenance inspections during the contract period and correct all deficiencies found. The monthly preventive maintenance inspections shall include: 1) Check equipment for abnormal noise, vibration, or abnormal operation; 2) Check filters, replace or clean; 3) Check evaporator/condenser/heat rejection coil conditions. Clean; 4) Check belts, sheaves, and pulleys; 5) Adjust belt tension, replace belts as needed; 6) Check condensate pan and drain, clean and flush; 7) Check operation of the humidification system. Clean and flush; 8) Check for visual evidence of any refrigerant leaks; 9) Check for visual evidence of water leaks; 10) Check operation of the humidification system; 11) Check operation of preheat and/or reheats; 12) Check control set points and alarms; 13) Check CPU for proper operation according to the demand and operating conditions. (Compressor oil level, system pressures/temperatures, amperage readings, system safeties, and general condition of the equipment); 14) Check, clean and flush strainers; 15) Lubricate motor and shaft bearings per manufacturer?s recommendations; and 16) Report deficiencies and make recommendations. Contract Award: It is anticipated that one award will be made from this solicitation. Period of Performance: Period of performance shall be for one year from January 1, 2007 or date of award whichever is later with two one-year option periods if exercised by the Government. Solicitation: The RFQ must be requested by electronic mail or by fax. Telephone requests will not be accepted. Request for the RFQ shall be made to the attention of Debbie Moore, Contract Specialist via electronic mail to dm170b@nih.gov. Requests shall include name of the contractor, DUNS number, telephone number, point of contact, business size standard, and identify the RFQ requested as RFQ-NCI-70010-NV on all correspondence. All questions must be in writing and can be faxed to (301) 402-4513 or emailed to dm170b@nih.gov. It is the vendor's responsibility to call (301) 402-4509 to verify questions have been received. The deadline of this synopsis is November 29, 2006 at 1 PM EST. The estimated issue date of the solicitation is December 1, 2006 and the estimated due date is December 14, 2006.
