- NASA GRC has a requirement the training services of instructing the NASA GRC Maximousers on the proper use of the Maximo Enterprise Asset Management System. Users, therebystudents, include GRC employees in many roles ranging from project leads to techniciansand managers to administrative assistants in maintenance and test functions at both theLewis Field and Plum Brook Station. Further, the entire population at GRC can bepotential system users who may use Maximo system to request institutional as well as testsupport. All system users need to be trained in various degrees depending on his/herusage.NASA/GRC intends to use the services of Space Coast Information Systems, Inc. (SCIS) forthe training services for the use of the Maximo Enterprise Asset Management System. Statutory Basis for Other Than Full and Open Competition: 10 U.S.C. 2304(c)(1) only oneresponsible source and no other services will satisfy agency requirements. That servicesource is Space Coast Information Systems, Inc. (SCIS).These training services are for instructing the NASA GRC Maximo users on the proper useof the Maximo Enterprise Asset Management System. The immediate and urgent time framefor training is necessary because the new Maximo system completely replaces all otherprevious systems for asset, maintenance, and test support management upon go-live inearly August. Users competence in using the new Maximo system to perform their dailyfunctions is crucial. Since users were initially trained by Space Coast InformationSystems, Inc., the companys knowledge and expertise of the custom software programsystem implies that only Space Coast Information Systems, Inc. can meet theserequirements.The Government intends to acquire a commercial service using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon August 3, 2010. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
