Description
Solicitation The Defense Logistics Agency, Defense Supply Center, Columbus Ohio has a requirement for Preventative maintenance, Inspection and testing of Electrical Substations. This procurement is being issued on an UNRESTRICTED basis for full and open competition The award will be a firm fixed contract. Award will be based on the lowest evaluated price of the technically acceptable proposal meeting all of the solicitation requirements from responsible offerors with acceptable past performance. There will be one award made for this requirement. Award may be made without discussions. The following summary is for the purpose of general information and is not intended to include or describe every feature or item or to define the scope of work. It is expected that prospective contractors will attend the site visit and thoroughly familiarize themselves with the project prior to submitting a proposal. Description – The contractor shall furnish all necessary labor, supervision, tools, approved test equipment, technical expertise necessary to perform inspection, testing and preventative maintenance service on electrical equipment located at the Defense Supply Center, Columbus, Ohio. All work shall be performed at the Defense Supply Center, 3990 East Broad Street, Columbus, Ohio 43213. Work shall be performed in strict accordance with specifications for Project CSC-09770 subject to the terms and provisions of the contract. Preventative maintenance, inspection and testing of the main incoming substation are required only in Option years 2 and 4. MANDATORY CONTRACTOR QUALIFICATIONS: The contractor and contractor’s field engineer shall each possess five years experience performing similar high and medium voltage electrical equipment and substation maintenance, protective relay testing and calibration and preparation of inspection reports. PERIOD OF PERFORMANCE: period of performance shall be 1 calendar year after award with a total of four (4) one year option periods. Contractors failing to provide pricing on all option periods will be determined to be nonresponsive and will not be considered for award. The solicitation will close at 1:00 PM (Eastern) on 18 August 2010. A site visit is scheduled on 28 July 2010 at 9:00 A.M. eastern time. All individuals wishing to attend the site visit will be required to request access no later than 24 hours prior to the site visit. Those individuals wishing to attend must provide their name and corporate affiliation to the contracting officer by fax or email. Individuals will need to enter the Center through the Visitor Processing Center and valid federal or state issued photo identification will be required. Prospective contractors must be registered in the DoD Central Contractors Registration (CCR) database and Online Representations and Certifications Application (ORCA) database prior to award of a Government contract. Offerors are further advised that failure to register in the CCR or ORCA databases will render the contractor ineligible for award. Registration requires applicants to have a DUNS number.
