Description
Amendment A001 The Government is soliciting this acquisition as a 100% small business set aside. All small businesses or small business concerns (SB, SDB, WOSB, HUBZone, and VOSB and SDVOSB) are encouraged to propose on this project. The main requirements are assigned a NAICS code of 236220. with a small business size standard for such requirements of $33.5M. It is important to note that in accordance with Federal Acquisition Regulation (FAR) 52.219-14 - Limitations on Subcontracting - the prime contractor is required to perform at least 15% of the labor with their own employees for general construction and at least 25% of the labor with their own employees for special trade construction. For further information on the requirements for general construction and/or special trade construction, please visit the following web sites: http://data.bls.gov/cgi-bin/print.pl/oes/2001/oesi2_17.htm http://www.census.gov/epcd/naics/NDEF235.HTM Building 3 was constructed in the 1950s for hydrogen research and is a cast in place reinforced concrete and masonry structure with structural steel roof trusses. A major renovation effort shall be undertaken to transform the majority of the building space to accommodate the Fabrication Shop. The total renovated space is approximately 12000 SF [square feet]. All but 1300 SF are located at grade level. As such, the project to renovate Building 3 shall include all of the following items. New electrical service and distribution, and a new building HVAC system will be installed (chilled water, steam and condensate return provided by the Central Utility Plant). Demolition of the residual equipment left from the hydrogen research as well as demolition of existing electrical service and old HVAC equipment is required. Also, some scientific research was conducted and it will be necessary to perform laboratory decommissioning on those spaces before renovation. The project will also address remediation of asbestos containing material as well as lead paint issues that are present in an aged building undergoing renovation. NIST will identify the presence of all hazardous materials in the project documentation. Architectural renovation will include floor upgrades, window replacement, painting, new suspended ceiling, restroom, office and break room remodeling, and ADA upgrades. Structural upgrades will include refurbishment of existing monorail system, enlargement of openings in structural walls, trench covers, and filling of pits and trenches. A precision measurement laboratory exists in Building 1 Wing 3 and it will be dismantled and moved to its new location in the Building 3 Instrument Fabrication Shop. Other ancillary functions such as the metal cleaning, forklift charging area, and parts washing room will accompany the move to Building 3. The Fabrication shop equipment will be prepared for movement, relocated, and set up to be functional in the renovated spaces in Building 3. One space in Building 3 occupied by the Flow Loop equipment shall remain functional during renovation and will require temporary lighting, heating, and power. The estimated price range of this project is $1,000,000.00 to $5,000,000.00. A pre-proposal conference has been scheduled for Wednesday, July 21, 2010 from 10:00am - 12:00pm at the Auditorium of the NIST Boulder Campus, located at 325 Broadway in Boulder, Colorado. Information regarding the conference will be contained in the solicitation posting. Completion time for this project is currently projected to be two hundred and ten (210) calendar days after the written Notice to Proceed. Source selection will be made using lowest price technically acceptable source selection process (FAR 15.101-2). The government will not pay for any information solicited. Offers that do not meet all the requirements technically or price reasonableness will not be considered. All offerors who do not meet the minimum requirements will be notified as soon as they have been determined not to be in consideration any longer. Any late proposal received is subject to FAR 52.214-7 Late submissions, Modifications, and withdrawals of Bids (NOV 1999).
