- PARIS AIR SHOW REQUEST FOR PROPOSAL Paris Air Show International Trade Administration (ITA) U.S. Department of Commerce July 21, 2010 The U.S. Department of Commerce/International Trade Administration (ITA), has a requirement to perform the following Statement of Work/Specifications for the organization and management of the Official U.S. Pavilion at the 2011 Paris Air Show, June 20-26, 2011. This award will cover the 2011 Official U.S. Pavilion with an option for organization and management of the 2013 Official U.S. Pavilion. The Paris Air Show The Paris Air Show (the "Air Show") is the most prestigious show in the world for the aerospace industry, attracting exhibitors, buyers, agents, distributors, and potential investors from all over the world. Since 1915, the Air Show has been organized and operated on a biennial basis (odd-numbered years) by the Salons Internationaux de l'Aeronautique et de l'Espace (the Salon), a French quasi-governmental entity. In 2009, the Air Show featured 2,000 exhibitors from 48 countries at its location at Le Bourget Airport outside of Paris. The Official U.S. Pavilion The Official U.S. Pavilion (the "Pavilion") has been a major export showcase for the U.S. aerospace community. Following the 1995 Air show, the U.S. Department of Commerce (USDOC) decided to partially privatize the 1997 Official U.S. Pavilion. While USDOC continues to sponsor the Official U.S. Pavilion, its organization and management were handled by a private show organizer with a staff member of USDOC's Office of Aerospace overseeing the contract. In addition to managing the contract, USDOC maintained responsibility for providing support for official delegations visiting the Official U.S. Pavilion, securing the President's personal representative to the show and formulating his schedule and those of senior USDOC officials, and organizing and staffing both an Aerospace Products Literature Center (APLC) and a Business Information Office (BIO) within the Official U.S. Pavilion. A Statement of Work (SOW), as well as the applicable terms and conditions are attached. The Contractor shall respond to the attached SOW by providing a technical approach(Experience, Past performance (events), Promotion, and Design/Construction) and a price for completion. The North American Industry Classification (NAICS) code for this Request for Quotation is 541490, Other Specialized Design Services. Interested firms shall provide via email, an electronic proposals, to Ronald.Banzon@noaa.gov. Firms must submit a complete quotation. Incomplete proposals will be returned without consideration. Quotations remain valid for 90 days. The electronic version shall be in MS Word or Adobe Acrobat. A one-page letter shall transmit the quotation signed by an individual authorized to commit the organization. The one-page transmittal letter shall not count toward the page limit. The quotation shall contain all content and shall be sized to permit electronic submission. The total page limit of the proposal shall not exceed 30 pages. Any additional clauses required by public law, executive order, or acquisition regulation in effect at the time of execution of the Order will be included. Each prospective contractor must be registered with the U.S. Government through the Central Contractor Registration (CCR). The Central Contractor Registration (CCR) is the primary vendor database for the U.S. Federal Government. The Government reserves the right to make no award and will not be liable for any costs incurred in response to this Solicitation. The Government will evaluate Proposals in accordance with the evaluation factors set forth in this RFP. The information provided shall be concise, specific and complete, and shall demonstrate a thorough understanding of the requirements of this RFP. Additionally, the firm must demonstrate a reasonable relationship between the requirement and the price for that requirement. Firms shall offer to perform all requirements. Offers of partial performance may be rejected. Questions must be submitted in writing to Ronald.Banzon@noaa.gov. The cut-off date and time for questions is August 3, 2010, at 10:00 A.M., local time. RFP closes on - August 11, 2010, 2010. 1:00 P.M., local time
