- 1. Laser Capture Microdissection System This is a REQUEST FOR INFORMATION (RFI) to be determine the availability and capability of small business (i.e.: certified 8(a), Small Disadvantage, HUB Zone one firms; veteran-owned small business, and women-owned small businesses. This information is being sought for information and planning purposes only and shall not be construed as an invitation for Bids, a Request for Proposals, Solicitation, Request for Quotes, or an indication the Government will contract for the items or services herein. This notice is not to be construed as a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any information submitted as a result of this notice. The Government does not reimburse respondents for any cost associated with submission of the information being requested or reimburse expenses incurred to interested parties for responses to this source sought. Any response received will not be used as a proposal. No official solicitation currently exists in connection to this RFI. If in the future an official solicitation is released, there is no guarantee that sources responding to this RFI will be included on the source list. **THERE SHALL BE NO QUESTIONS AND ANSWER PERIOD** Objective: This is a RFI to determine the availability and capability of small businesses to supply a Laser Capture Microdissection System and 4 option years of service agreements. The Center for Drug Evaluation and Research, Division of Applied Pharmacology Research will collect specific cell populations from tissue sections for downstream genomic or proteomic analysis for use in molecular characterization of injury models or mechanism of action. The instrumentation needed for this purpose is a research grade microscope coupled to a high precision laser for dissecting tissue and a system for sample collection that is contact-free to prevent contamination from surrounding cells. Draft Scope of Work: The supplier shall provide details on: 1. A pulsed solid state UV cutting laser mounted on a research-grade fully-automated inverted microscope. 2. A precision motorized stage with a reproducibility of 1 micron or less. 3. Stage holder for up to 3 microscope slides. 4. A non-contact, contamination-free system for sample capture such as a laser catapulting mechanism or gravity collection. 5. Able to perform cell retrieval from frozen sections and paraffin sections. 6. Capable of cutting and extracting specimens from specimens from standard, charged, or membrane mounted slides. 7. Includes objectives lenses for 5x, 10x, 20x, 40x and 60x magnification. 8. Configurable to use a full range of objectives from 5x to 150x. 9. Automated sample collector that holds tubes for multiples samples. 10. Fluorescence illumination unit coupled to the microscope and focused through the objective. 11. Turret and fluorescence filters for red, green, blue, and UV. 12. Software capable of supporting real time visualization of the laser position and automated sample processing, preloaded into a workstation with monitor. 13. Consists of a modular design that facilitates future upgrades 14. Includes a 3-chip CCD color video camera. 15. Includes a high resolution digital camera for fluorescence visualization. 16. Includes delivery and installation of the LCM system. 17. Includes training with the LCM system. 18. 4 years of service agreements Responses: All RFI documents shall be identified with the RFI number; no more than eight (8) pages in length; do not submit marketing materials; submit to the email as indicated above. Do not send any material that requires a non-disclosure agreement or that may be business sensitive. Responses received that include a non-disclosure agreement or identify information that is business sensitive will not be accepted. Responses to this notice will not be returned. Acknowledgement of receipt of responses will not be made, nor will respondents be notified of the FDA's view of the information received. The FDA anticipates a Firm Fixed Price Purchase Order. Part A. Capability and Technical Experience - Interested parties should submit capability statement describing relevant experience with the laser capture microdissection system plus 4 years of service agreements. Part B. Size of Business - Provide your business size and submit copies of any documentation such as letters of certifications to indicate the firm status. Part C. Organizational Conflict of Interest (OCI) - If any, provide disclosure of business activates of your company, your affiliates, your team members and affiliates of your team member which create either a conflict of interest or the appearance of a conflict of interest. Part D. Cost Estimate - In accordance with FAR PART 10, provide a cost estimate for the laser capture microdissection system plus 4 year service agreements.
