Description
NOTICE: THIS IS A REQUEST FOR INFORMATION ONLY. The information provided in response to this notice will assist the Government in determining the extent of business capable of performing the type of work described herein. The intent of the announcement is to identify all sources that are qualified of furnishing The National Marine Fisheries Service Pacific Islands Fisheries Science Center, Fishery Biology and Stock Assessment Division, Honolulu, Hawaii with the following: Project Background: To assist the recovery of sea turtle and shark populations, it is NOAA's goal to identify alternate fishing methods that reduce incidental turtle hooking and entanglement. Ultimately, such methods may be promoted in commercial fisheries around the world. Additionally, it is imperative that these goals and effective mitigation methods be communicated throughout the fishing industry in order to increase adoption of sustainable fishing practices throughout the world. As such, NOAA seeks a contractor that will coordinate and conduct longline fishing field trials to test alternative fishing gear to determine the efficacy of such gear on capture rate of target and non-target, or bycatch species. Specifically, we seek a contractor to provide logistical support (eg vessel and fishing gear) in order to conduct an experiment to test use of electropositive metals on hooks as a potential shark bycatch reduction method in an Ecuadorian longline fishery. Data obtained from this work will include comparisons of rates of capture of both target and non-target species, including tunas, sharks, rays, and sea turtles. Specific tasks to be completed by the contractor: The contractor will provide all the logistics necessary in order to conduct field trials on board a longline fishing vessel. Vessel must leave from Manta, Ecuador and transport to fertile fishing grounds and return approximately 10 days later. A minimum of 4 fishing days is required, with 2 sets (300 hooks/set) deployed per day. In total, comparisons will be made for a minimum of 2,400 hooks (1,200 control, 1,200 treatment hooks, minimum). Vessel must be fully equipped to compare longline hooks with and without electropositive metals so that 50% of each gear type will be tested in alternating fashion. Vessel must be prepared to house one or two researchers and provide all meals while on board. Vessel must have safety certifications as required by regulating body of Ecuador. The fishing methods must be approved by NOAA prior to initiation. The recommended equipment for handling and release of sea turtles will be provided by NOAA. Deliverables: 1) Data on field trials submitted 2) Safe completion of longline trip. Period of performance is from August 2010 through September 2011. The North American Industry Classification Code (NAICS) is 541690 with a size standard of $7.0 million. All contractors doing business with the Government are now required to be registered with the Central Contractor Registry (CCR). In addition, completion of the online representation and certifications application (ORCA) is required. NOTE: THIS SYNOPSIS IS NOT CONSIDERED A REQUEST FOR PROPOSAL BUT A REQUEST FOR INFORMATION ONLY. No solicitation document is available. No contract will be awarded on the basis of responses received to this notice. All interested parties must respond to this announcement by July 27, 2010. Documentation to support the contractor's capability to perform these services must be submitted in writing and include the point of contact and phone number, and a description of services performed under previous contracts for the same services, DUNS Number, CCR, Cage Number, business type and size, and a brief narrative regarding its capability to provide the services as described above. Any response that does not include this information will not be considered. The Government will review each response to determine if the contractor has the experience, knowledge, and capability to perform the services as specified above.
