Deputy Field Advisor Supervisor / Construction Coordinator Issuance Date: 07/21/2010 Closing Date: 07/30/2010 SOLICITATION NUMBER: PSC-10-060-INL SUBJECT: Solicitation for Personal Services Contractor (PSC), Department of State, Bureau for International Narcotics and Law Enforcement Affairs. The United States Government, represented by the Department of State, is seeking proposals (OF 612's) from U.S. citizens interested in providing the PSC services described in the attached. SOLICITATION NUMBER: PSC-10-060-INL ISSUANCE DATE: 07/21/2010 CLOSING DATE/TIME SPECIFIED: 07/30/2010 FOR RECEIPT OF APPLICATIONS: 16:00 PM ET POSITION TITLE: Deputy Field Advisor Supervisor / Construction Coordinator MARKET VALUE: FS-02 (Equivalent GS -14) PERIOD OF PERFORMANCE: One year from date awarded PLACE OF PERFORMANCE: Lima, Peru JOB DESCRIPTION: See below STATEMENT OF DUTIES 1. GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR Background: This position is located at the U.S. Embassy / Narcotics Affairs Section (NAS) Lima, Peru. The incumbent will implement, direct, train, and coordinate in support of the NAS Aviation Program. The contractor will conduct high-level interagency coordination among agencies and host country counter-narcotics law enforcement and military organizations. Place of performance for this position will be at the NAS Aviation Unit (NAU) Lima, Peru, with approximately 50% travel. In addition, the incumbent will assist the NAS Aviation Program with the implementation of the Bilateral U.S. Government, Government of Peru, and Department of State International Narcotics and Law Enforcement counter narcotics projects. Purpose: The purpose of this position is to assist the Senior Aviation Advisor and the Senior Field Advisor Supervisor in the management of infrastructure development, security, maintenance, and training. The NAS Aviation Program manages 24 UH-1h-2 helicopters and two-fixed wing Department of State (DOS) owned aircraft. 285 host nation police personnel and 140 host nation (Department of the Interior) civilian employees work to support counter-narcotics aviation operations at fixed and temporary locations throughout the country. The incumbent provides planning, construction, operational, training, security, intelligence, and logistical support and oversight for the main operations base in Pucallpa and eight other fixed locations and at temporary locations where NAS maintains support infrastructure and conducts operations. He/she will supervise a civil engineering staff responsible for developing construction plans and infrastructure maintenance plans. Supervisory Controls: The incumbent reports to and is directly supervised by the NAU Senior Field Advisor Supervisor in all matters pertaining to program design, implementation, and management. Description: a. Supervise seven PSC Field Advisors/Security Specialists and supervise 140-host nation Department of the Interior employees supporting aviation operations. Plan and supervise construction and maintenance projects and supervise a civil engineering staff. Supervise the development of infrastructure for aviation operations at fixed and temporary sites to support rotary wing and fixed wing aircraft operations. Infrastructure requirements include personnel, and base security, communications, housing, administrative, maintenance, tradecraft, logistics, airfield, landing zone, fuel storage, and handling facilities. b. Develop security information for determining the threat situation in areas of operations within the narco-terrorist operating areas. Supervise the development of base defense plans, develop threat reduction measures, emergency, and contingency plans. Coordinate with the NAS Director, Senior Aviation Advisor (SAA), Field Advisor Supervisor, and the Region Security Officer (RSO) to advise them on threat conditions in areas of operations. Advise the NAS Director and staff on specific matters related to security at operational sites. Supervise the development of detailed threat guidance and threat reduction measures for U.S. and host nation personnel at operational sites. Coordinate with host country police and military organizations to obtain current threat estimates and acquire additional security forces for protecting program personnel and USG assets. c. Supervise the development of courses of instruction and teach U.S. and host country personnel in the following subjects: airmobile and fixed wing aircraft operations, helicopter external load operations, fast rope infiltration and exfiltration system (FRIES), STABO, emergency extraction techniques, paramedic, field sanitation and hygiene, pathfinder, small boat handling, and internal search and recovery. Set up and run small arms qualification and helicopter gunnery live fire ranges. Prepare plans and construct training facilities to support training requirements. Use risk management to identify and assess hazards to determine probability and effect. Develop risk reduction measures to eliminate or reduce the effects of hazards and provide safety guidance for ground operations. d. Perform oversight of the civilian work force and supervise the engineering staff. Ensure the compliance of host country labor, safety, and environmental laws are complied. Prepare procurement requests for construction and maintenance materials and equipment to support aviation operations. Ensure construction materials are purchased, received, stored, and issued in a manner to prevent fraud, waste and mismanagement. Conduct end use monitoring (EUM) to ensure the reporting of NAS commodities. e. Coordinate with contractor Site Manager and staff and host nation counter narcotics police leadership to develop plans for construction projects to support operational and contractual requirements. f. Perform duties as the Embassy Field Coordinator (EFC) at the main operational base and forward operating locations. Ensure USG assets are used for authorized/approved purposes. Coordinate all NAS Aviation operations in support of approved eradication and interdiction operations. Coordinate all operational activities with NAS management and participating host country organizations. Maintain accountability of all personnel and equipment supporting NAS Aviations operations or operating within the NAS area of operations. Supervise the preparation of Situation Reports (SITREPS) for NAS leadership detailing daily activities in the field. g. Conduct site surveys at improved and unimproved sites for determining suitability for use in supporting counter narcotics aviation operations. Prepare detailed plans and make recommendations to NAS leadership on minimum infrastructure requirements for supporting operations. h. Plan, coordinate, and deploy NAS Aviation assets to support humanitarian relief operations approved by the Chief of Mission. Required Qualifications: a. U.S. citizen, subject to Department of State Secret level security clearance. b. Have experience in the employment of UH-1h and Mi-17 rotary wing aircraft in support of counter-narcotics operations, including capabilities, limitations, and techniques of employment in jungle and mountain environments, must possess extensive operational experience in planning and conduction aviation and ground operations; must have knowledge in the tactical employment of rotary wing aircraft in high threat environments. c. Experience in organizing and executing formalized ground tactical training. The candidate must have extensive experience in U.S. special operations ground tactical units. Must be culturally aware and have extensive experience living and working in the Peruvian jungle. d. Must be familiar with Peruvian civil engineering requirements and knowledgeable of Peruvian labor and safety laws. Be able to supervise and motivate a diverse Peruvian labor force. e. Be physically qualified to live in Peru and engage in frequent in-country travel to remote locations in hot, humid jungle environments. f. Knowledge and skill in the operation of desktop computer systems. Required Skills/Abilities: a. Must be a high school graduate and possess a minimum of 15 years of U.S. military special operations experience. Must have a minimum of 10 years working in Latin America training military and/or counter narcotics police forces. b. Minimum Spanish language proficiency at the Foreign Service Institute Level R/2, S/2 or the Defense Language Proficiency Test (DLPT) level 2/2 is required. A level R/3, S/3 is preferable. c. Must be able to teach the tactics, techniques, and procedures used by ground forces conducting airmobile operations, search and recovery operations, STABO, FRIES and helicopter external load operations. d. Must be knowledgeable of Peruvian construction, labor, and safety laws. Be able to interpret engineering drawings, blue prints, and plans. e. Able to work with high level American Embassy, Peruvian counterparts, and contractor personnel in a program of extreme importance to both nations. f. Ability to communicate effectively in English and Spanish (orally and in writing). Possess basic computer skills using Microsoft Office software. g. Physically able to live in Peru and work in remote and primitive locations. h. Must be in good physical health and condition for walking, crawling, and climbing in a jungle environment. i. Will regularly live in an austere jungle environment. Must be able to tolerate discomfort from insect bites and endure hot, humid, tropical conditions. j. Requires approximately 50% travel out of Lima. k. Eyesight must be correctable to 20/20 and be able to distinguish colors and depth in three dimensions. Evaluation Factors: Factor 1: Supervise host country civil engineering staff in the development of approved construction plans for operations, support, and training infrastructure. Ensure projects are adequately funded and staffed. Procure and account for all NAS funded/purchased construction materials, supplies, and equipment. (25%) Factor 2: Ability to plan and direct aviation field operations and provide oversight and supervision of counter narcotics activities. Ability to coordinate activities with other entities and agencies (U.S., Peru, and contractors) and assess potential threat levels at operational sites and develop and implement appropriate security measures. (20%) Factor 3: Experience and knowledge in training (in English and Spanish) in the following subjects: paramedic, field sanitation and hygiene, pathfinder operations, air mobile operations, FRIES, STABO, emergency extraction techniques, helicopter gunnery, and external load operations. Set up and run live fire small arms training ranges. Conduct water survival, safety swimmer, and small boat handling courses. Set up and operate High Frequency (HF) communication systems. (20%) Factor 4: Education level, years of special operations and Latin America experience. (20%) Factor 5: Offeror's previous experience and quality of performance. (Evaluator may use all evaluation information available at the time of the evaluation, whether provided by the applicant or obtained from references or other sources). (15%) 2. COMPENSATION Compensation for the position will be negotiated as follows: Level of experience will dictate the salary level within the grade range. Entry-level salary will normally be at the first step of the grade range for the position. However, consideration will be given to the successful applicant's experience that is specifically relevant to the position to be filled. Number of years of relevant experience will determine at what step within the grade range the successful applicant will be compensated. 3.
