- Wage Determination 0005-2057 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation, HSCEMD-10-BEST2, is issued as a request for quotation (RFQ) for a Firm Fixed Price contract for Interpreter Services in accordance with the requirements below. Quotes shall be submitted via email to Alice Hancock, Contract Specialist, alice.hancock@dhs.gov, or faxed to (214) 905-5568. Vendors are responsible for confirming receipt of their quote. Quotes received late may not be considered for award. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-42, effective 16 July 2010. This solicitation is set-aside for Small Business concerns. The NAICS Code is 541930 and the small business size standard is $7 Million. To be eligible for award the vendor must be listed with current status on the Central Contractor Registration (CCR) website (www.ccr.gov) and the vendor's representations and certifications must be updated and complete in the Online Representations and Certifications Applications (ORCA) website at https://orca.bpn.gov/. The Government intends to award without discussions, however reserves the right to hold discussions if determined to be in the best interest of the Government. QUOTE SUBMISSION REQUIREMENTS 1. Provide a cover letter with your company name and address, DUNS number, point of contact, telephone and fax numbers and email address. 2. Provide pricing as identified in the Price Schedule below. Provide separately your itemized estimated travel expenses (airfare, lodging, taxes, per diem) in accordance with the Federal Travel Regulations. Travel expenses will be reimbursed for the actual costs incurred in accordance with the Federal Travel Regulations, and must be approved by the Government prior to travel. 3. Provide evidence of experience providing translation services for conferences similar in size and scope to this requirement. EVALUATION CRITERIA AND BASIS FOR AWARD Quotes will be evaluated according to FAR Part 13, Simplified Acquisition Procedures. If awarded, award will be made to vendor whose quote represents the best value to the Government. Best value means the expected outcome of an acquisition that, in the Government's estimation, provides the greatest overall benefit in response to the requirement. Best value will be determined by considering price and experience. Experience shall be considered significantly more important than price. SPECIFIC REQUIREMENTS 1. The contractor shall provide translation services at the Border Enforcement Security Taskforce (BEST) Conference at the San Diego Marriott Marina and Hotel, 333 West Harbor Drive, San Diego, CA on August 17 - 19, 2010. 2. The contractor shall provide: a. Two simultaneous Spanish/English interpreters b. One interpretation booth, fully enclosed c. Two expert technicians to be present during entire conference d. Five hundred and forty wireless six channel receiver units with headsets e. One systems control unit with interpreter unit for two interpreters; includes tow transmitters 3. Dates/Hours services/equipment required: 17 August: 8:30am - 6:00pm - minus 1 hour lunch break and 3 fifteen minute breaks 18 August: 8:30am - 6:00pm - minus 1 hour lunch break and 3 fifteen minute breaks 19 August: 8:30am - 5:00pm - minus 1 hour lunch break and 3 fifteen minute breaks 4. The contractor shall set-up and dismantle all equipment provided prior to the conference commencing and at the conclusion of the conference. Specifically, the equipment will need to be set-up during business hours on Monday, August 16th. Additionally, the equipment will need to be broken down following the conclusion of the conference at approximately 5:00 PM on Thursday, August 19th. PRICING SCHEDULE 1. The labor categories from the SCA Directory, Fifth Edition, Occupational Index that will be used are 23180: Electronics Technician and 30110: Foreign Language Translator. The applicable wage determination is 2005-2057, Revision 11.
