Description
This is a notice to acquire services to acquire services to provide a Project Manager for Fishery Independent Trap Survey Project St. Croix, United States Virgin Islands. The available data sources and assessment techniques have been found to be limited for the US Caribbean. As a result, consensus has been reached that data limitations preclude comprehensive stock assessment for most reef fisheries in the US Caribbean. SEFSC (in conjunction with HMS, CFMC, and State and Territorial Managers) is in the process of improving the fishery dependent data collection protocols for both the recreational and commercial sectors. However, a well designed fishery independent survey provides almost immediate benefit for assessing fisheries and ecosystems while also serving as a barometer of the fishery dependent data collection techniques in development. This project is designed to be the first comprehensive fishery independent survey of any of the island in the US Caribbean. This study will survey St. Croix as it is an isolated island platform with adequate baseline mapping/habitat characterization information. The project will work cooperatively with many of the fishers on the island, and will utilize standard fishing gear built to the fishers specifications. Coordination of this extensive survey during the implementation phase is a very complex and demanding role that will require intensive concentration, organization, and leadership skills. We are therefore contracting a "project manager" to assume this role. The NMFS is executing a fishery independent survey of the St. Croix shelf, to serve as a proof of concept for a larger US Caribbean-wide survey effort. This survey will utilize the resources of the local fishing communities, universities, resource managers, and existing mapping and socioeconomic data to execute the first comprehensive spatial survey in the region. The results will provide immediate guidance to the Caribbean Fishery Management Council (CFMC) and lay the groundwork for resource assessments and implementation of the program in other regions facing similary fisheries data collection issues. This project will also monitor the fishes of the US Virgin Islands for ecosystem assessment of coral reefs. The contractor requested here shall be responsible for the implementation of a cooperative fishery independent survey: procuring, organizing, and overseeing resources and personnel to execute a successful survey. The government knows of only one source Mr. Henry E. Tonnemacker, Seven Seas Limited that is capable of providing this service: Mr. Tonnemacher, possesses a unique suite of skills, certifications, and experience that will ensure successful completion of this complex and demanding project. Mr. Tonnemacher has lived and worked on the Island of St. Croix for almost 30 years and has gained extensive experience with both the community and natural environment of the study location. This is a critical requirement because the survey will be logistically complicated and dependent on weather and sea conditions that may delay or lengthen the survey period. Mr. Tonnemacher has working knowledge of the island, its docks, ports, fishers, boats and roads; which is also required. Mr. Tonnemacher has experience working directly with fishers and fishing gear which is extremely important to the successful execution of this survey. Should the government have gaps in the ability to complete the survey utilizing commercial fishers, or should safety or logistical issues arise, Mr. Tonnemacher possesses a 100 ton Master Coast Guard License and has extensive boating and fishing experience, and has an extensive network of local contacts for both back-up vessels and/or personnel. This experience also makes him uniquely qualified to work with fishers who are working collaboratively on this project. Mr. Tonnemacher has a strong background in biological sciences and has experience working independently and in a leadership role conducting coral reef surveys and fishing tagging studies. This will be critical to the successful completion of all phases of this resource survey. SCUBA certification and experience is critical for this project for taking photographs of the survey in progress, retrieving snagged or broken gear, and verifying habitat. To be considered, firms must furnish detailed information concerning their capability to provide the services and satisfy or exceed the Government's needs. 1. Contractor shall be familiar with the St. Croix area and have extensive experience working on the Island. 2. Contractor shall have 100 Ton Master Coast Guard License and extensive boating and fishing experience 3. Contractor shall have a strong background in biological science, including a leadership role in conducting coral reef resource surveys and fish tagging studies 4. Contractor shall be a certified SCUBA Diver 5. Contractor shall have appropriate business framework and experience hiring and overseeing biologists and fishers 6. Contractor shall have experience working directly with fishing communities and fishing gear 7. Contractor shall have excellent leadership, oral and written communications skills, and be a competent photographer 8. Contractor shall have prior experience working with on similar projects. Information shall also include, at a minimum, name, telephone number and address of concerns for whom you have furnished this type of services previously, and detailed narrative that described your facility and ability to provide this service. Interested parties must respond within (7) seven days after publication of this notice. The government knows of only one source. The government invites firms that believe they have the capability to meet the requirement to response, providing specific information that will enable the government to determine whether or not to compete the requirement.
