Description
The VA Pittsburgh Healthcare System intends to negotiate on a sole source basis with Arrow International, Inc., 3000 Bernville Road, Reading, PA 19605, to purchase 70 MultiLumen Central Line IV Catheter Insertion Pandemic Kits, in accordance with FAR 6.302-1, since Arrow International is the only company that manufacturers this Kit with a patented antimicrobial technology impregnated into the catheter surface from hub to tip, inside and out, called Arrowg+ard Plus IV, which is essential to the government's needs. Although Arrow International sells these Kits to large and small businesses, including Service Disabled Veteran Owned Small Businesses, for them to re-sell, they sell the Kits to these other entities for the same price they are selling them to the government. Therefore, it can be assumed that since no company would sell these Kits to the government without making a profit, their price to the government would be more than what Arrow International is charging the government, and therefore the price the Kits could be purchased from other entities for, would not provide the government a fair price as compared to the price quoted to the government by the manufacturer (Arrow International), or would it provide the best value to the government. In addition, this procurement is a priority, since the Contracting Officer was informed that the VA Pittsburgh Healthcare System currently does not have the amount of these Kits in stock that they are required to maintain per the Pandemic Flu Committee. This Notice of Intent is NOT a request for competitive proposals. Parties may identify their interest; accompanied by supporting literature, to the Contracting Officer no later than July 23, 2010 C.O.B. Responses should be sent to Ronald.Mazzei@va.gov or faxed to Ronald Mazzei at (412) 954-4028. No telephone responses will be accepted. Information received will be for the purpose of determining whether or not to conduct a competitive procurement. The determination to conduct a competitive procurement based on responses to this notice is solely within the discretion of the Contracting Officer. The NAICS Code for this procurement is 339112 and the small business size standard for this NAICS Code is 500 employees.
