Description
The Army Contracting Agency, Mission Installation and Contracting Command(MICC) DOC, Fort Belvoir, VA intends to issue a solicitation on or about 5 August 2010 as a 100% HUBZone Set-aside. NACIS 541519 with a Size Standard of $25.0 million dollars. This is a service requirement for Computer Specialist to provide comprehensive, independent, and various systems and network operation, security, database, web-based, and other programming, and client and lab support services to the Walter Reed Department of Clinical Investigation (DCI). Contractor will provide the necessary knowledge, skills and technical services to ensure the reliable function of the DCI database and day-to-day network, back-up/recovery, web-based and other computer systems operations that are operating within the Army Medical Department (AMED). Contractor will employ efficient technical experience with AMED and WRAMC/DOIM operational systems. Effective and efficient coordination and cooperation with personnel from these areas are essential. Contractor will interface with DCI employees and Principal Investigators (researchers) from AMED, NARMC, and WRAMC in various buildings on campus and possibly off campus to give on-site and/or phone support to applications and/or systems problems that are beyond and not effectively handled by WRAMC/DOIM help group. This includes support for the DCI/ROS research laboratory services automation of automated lab equipment and analyzers. Also includes support for off-campus remote access and IT support at WRAMC-based or off-site conferences or symposium. Contractor will work with DCI Computer Lab staff and other contractual agencies to develop and maintain a web-based paperless, electronic work system including the electronic protocol submission and review processes, electronic Institutional Review Board (eIRB), and the digitalization of all paper records and processes necessary to automate DCI clinical research. The period of performance is a base year of twelve months and one twelve (12) month option for a total of twenty-four months.
