Description
The purpose of this Request for Information (RFI) is the initiation of market research pursuant to Part 10 of the Federal Acquisition Regulation (FAR); it is not a Request for Proposals (RFP). The Government shall not pay for any information furnished in response to this RFI. The Marine Corps Systems Command is gathering information on Short Wave Infrared (SWIR) passive thermal imaging cameras. The Request for Information is for planning purposes only and is issued in accordance with FAR Clause 52.215-3. No solicitation document exists at this time. Any information that the vendor considers proprietary should be clearly marked as such. Responses to this RFI that indicate that the information therein is proprietary or represents confidential business information will be received and held in confidence for U.S. Government use only. The Government intends to evaluate natural night irradiance in the short wave infrared band and the relation to the ambient SWIR environment under a variety of times and weather conditions. The Government will also evaluate the ability of a passive SWIR imaging system to detect, recognize and identify objects of military significance to the dismounted infantry Marine. Furthermore, it is anticipated that SWIR imaging technology will continue to diversify and improve. As a result, we require a baseline against which future SWIR cameras can be quantitatively and qualitatively evaluated. The evaluation of the SWIR environment and imaging technology supports the MAGTF Secondary Imagery Dissemination System (MSIDS) Program. The Program Manager for Optics and Non-Lethal Systems (PMONS) will assist MSIDS in evaluating the SWIR imaging technology submitted to the RFI. Responses to this RFI should not exceed five (5) pages and must contain the following information: a capability statement which includes the commercial availability of the items listed, the vendor's ability to meet the stated specifications contained herein, rough order of magnitude cost information and any required lead time for purchase. REQUIRED CHARACTERISTICS: 1. SWIR or Near Infrared Reflectance (NIR) SWIR/NIR camera is desired. A fused solution of long wave and SWIR will also be considered. 2. Take pictures on an Secure Digital High Capacity (flash memory) (SDHC) media card. 3. Use AA batteries and/or any small commercially available, UL listed battery; desired minimum battery life of 3-4 hours of camera operation. 4. Handheld, durable, lightweight; shall not exceed 3.6 pounds in weight. 5. Capable of capturing imagery in.jpg,.tif, and.raw formats and be user selectable. 6. Enable photographic imagery to be taken through smoke, fog, water, low light, glass, dust or other obstruction not specified herein but may be beneficial to the dismounted infantry Marine. 7. User selectable polarity of white hot and black hot. 8. Have an infrared pointer capability able to extend to at least 300m threshold; up to 1500m is desirable. 9. Collect imagery within the SWIR wavelength of approximately.8 to 2 micrometer wavelength imaging regions is desirable. 10. Allow identification of personnel targets as friend or foe at 100 (threshold) to 300 meters (objective) based on clothing/uniform and weapon type. 11. Infrared pointer compatible or illuminator with the imaging system, however other systems outside these parameters shall be considered. 12. Withstand rigors of a manpackable solution and operable in varied environmental conditions, such as light rain, dust, humid, arid, and snow. 13. A 36C to 60C is the objective temperature; 2 meter dunkable and droppable system is preferred, however other systems outside these parameters shall be considered 14. The device shall have a 320x240 resolution as a minimum threshold and a 640x480 resolution as the objective. NOTE: Issuance of this notice does not constitute any obligation on the part of the Government to procure these items or to issue a solicitation; therefore, no award should be anticipated from this process. In addition, the Government is under no obligation to pay for information submitted in response to this RFI, and responses to this notice cannot be accepted as offers. This RFI is issued to allow industry the opportunity to review the above narrative draft requirements and provide any comments, questions, or feedback to Marine Corps Systems Command. Comments/Questions/Responses are due by 1630 pm EST 23 August 2010. Only e-mail submittals will be accepted.
