- Pre-Solicitation Notice: Naval Facilities Engineering Command, Europe, Africa and Southwest Asia (NAVFAC EURAFSWA) intends to conduct a competitive procurement for a contractor to renovate and reconfigure the current warehouse and administrative areas of Building 41 located at NAMRU-3 facilities in Cairo, Egypt. Requirements for Building 41 include increasing and improving overall efficiency of storage and staging operations upgrade fire protection and environmental and electrical systems by relocating administrative supply offices, reconfiguring interior spaces to maximize available storage space, adding deep rack type shelving, replacing the existing rolling warehouse door with a motorized overhead coiling door, adding a fire suppression system including a wet-pipe sprinkler system, controls and annunciator, replacing select portions of the concrete floor slab in the south section of the warehouse, replacing general lighting with new fluorescent fixtures, replacing the existing ventilation system. Portions of Building 41 require reconfiguration to provide a security control office and badging area. The work in this area includes reconfiguring the space to accommodate a security check-in space, badge issue area and staff locker room (no plumbing will be provided), remove or secure the exit door from the warehouse area facing the entry drive, relocate the personnel x-ray scanner and metal detector from Building 42, provide a secure barrier between the scanning area and badging station, add three split-system mechanical units to the roof to provide conditioned air to the space, install projectile resistant windows in the exterior wall to provide visual access to personnel entering the facility through the Fever Hospital Gate. Requirements to improve pedestrian and vehicle accessibility entering the facility include an upgrade to existing perimeter security infrastructure for entry gate access controls, provide a designated and protected walkway for pedestrians by allocating a portion of the access drive for pedestrian use, create a secured access for pedestrians entering the facility by adding a controlled gate and fence directing pedestrians into the Building 41 security office, provide a controlled vehicle/pedestrian gate immediately to the west of the Fever Hospital, provide access gate controlled from the security desk in Building 41. The construction performance period is anticipated to be approximately 360 calendar days. The magnitude of the project is between $500,000.00 and $1,000,000.00 (See DFARS 36.204) NAVFAC EURAFSWA plans to award one (1) firm fixed price construction (FFP) contract. The FFP contract will be awarded to the responsible offeror whose proposal conforms to the solicitation and will offer the "Lowest Price Technically Acceptable" to the government. Offerors must be registered in the Central contractors Registration (CCR) database prior to proposal submissions. Offerors may obtain information on registration requirements via the internet at http://www.ccr.gov. The offeror is responsible for the accuracy and completeness of the data within the CCR database, and for any liability resulting from the government's reliance on any inaccurate or incomplete data. The Request for Proposal and its attached documents is expected to be posted to EuroNECO under Solicitation Number N33191-10-B-0999 around the end of July or beginning of August.
