- THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Institutes of Health (NIH), National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisitions (OA), on behalf of the National Human Genome Research Institute (NHGRI), intends to negotiate and award a purchase order on a noncompetitive sole source basis to Accelrys, 10188 Telesis Court, Suite 100, San Diego, CA 92121-3752 for an Accelrys Full Standard Maintenance Renewal on the following Software: -DS Biopolymer -DS Standalone Bundle -DS Protein Health -DS Charmm -DS Modeler The expenditure is for augmenting Accelrys Discovery Suite Software. NHGRI currently holds a perpetual license for Discovery Suite, which runs on the Linux operating system. This software has been utilized for protein structure analysis and other molecular modeling projects for basic and translational research, including mutation analysis. Licensing of the Biopolymer module enhances the ability to perform protein analysis by providing functionality for calculating electrostatic potentials and solvation energies. These kinds of data can be crucial in developing hypotheses about the effects of disease-causing mutations on protein function. Because of the increasing requests from NHGRI investigators for supporting protein structural evidence, the Accelrys Discovery Suite software package must be enhanced. This software is proprietary and is only distributed by Accelrys. A written certification must be provided. The period of performance is 08/01/2010 - 07/31/2011. The delivery point is the National Institutes of Health (NIH), National Human Genome Research Institute (NHGRI), 50 South Drive, Building 50 Room 5222, Bethesda, MD 20892. Industry Classification (NAICS) Code is 511210, Software Publishers, and is not a small business set aside. The acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures, therefore the requirements of FAR Part 6, Competitive Requirements, are not applicable and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2005-44 (July 8, 2010). Interested parties may identify their interest and capabilities in response to this synopsis by July 27, 2010 at 3:00pm Eastern Standard Time. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement.
