Description
US Department of Labor San Francisco Regional Office July 23, 2010 1.0Background The Department of Labor (DOL) in the San Francisco Regional Office has a requirement for the design and installation of multiple audio/visual (A/V) systems within the San Francisco New Federal Building, located at 90 Seventh St. The scope of this project will involve integration of A/V equipment and technology for conference room T-12375 AND T-12320 and T-12305. Any work to be performed under this order must be coordinated with GSA and DOL. 2.0Scope Move conference table from 12-375 to 12-320. Conference table has two Extron Hideaway HSA 402 surface enclosures with electrical, video, data, audio and telephone wiring installed. Wiring is connected to an Extron MLC 104 IP+ in wall A/V controller & switcher switch and to an Extron MLS 406MA Integrated Media Link Switcher w/amplifier panel. The Extron MLS 406MA will also be moved to 12-xxx. Conference table will be re-wired in 12-320 using existing Extron Hideaway HSA 402 surface enclosures and Extron MLS 406MA to support a GFE Video conferencing system and Samsung LED television currently mounted in the room. Electrical, video, data, audio and telephone wiring will need to be reconfigured in the room. Move Plasma monitor from 12389 to 12305. Access and control of these systems shall be located in space occupied by DOL. It is the Contractor’s responsibility to propose and install the equipment to meet the Government’s requirements for functionality and capability, not solely to provide and install the listed equipment. It is requested that the Contractors do a site survey prior to submission of bids. 3.0General Information 3.1Contract Type: Firm fixed price. 3.2Place of Performance: DOL, 90 Seventh St., San Francisco, CA 94103 3.3Period of Performance: xxx months from issuance of the order. 3.3.1Hours of Work: Work shall generally be performed during the Government’s normal business hours. Work outside of normal business hours shall be coordinated with and approved by the GSA representative. 3.4Privacy Act: In the course of performing under this order, Contractor personnel may have access to Privacy Information. Contractor personnel shall adhere to The Privacy Act of 1974 (5 U.S.C. § 552a) and applicable agency rules and regulations for the handling and safeguarding of privacy information. 3.5Personal Services: The services required in this order are not considered to be “personal services” as defined in FAR 2.101. The Contractor shall be solely responsible for supervising and managing its employees and subcontractors. 3.6Government-furnished Equipment: Samsung LED TVs, Pioneer monitor, Video Teleconference equipment, Extron Hideaway HSA 402 surface enclosures, Extron MLS 406MA Integrated Media Link Switcher w/amplifier panel, cabinet Conference table. 3.7Contractor-furnished Items: The Contractor shall provide all equipment, labor, tools, parts, test equipment, user manuals, training material, and support services necessary to satisfy the Government’s requirements. 3.8Coordination with DOL Agency representative: The Contractor shall coordinate installation and testing with GSA and DOL Agency Representatives when necessary. Names and telephone numbers of points of contacts will be provided by the DOL Technical Representative. 4.0 Points of Contact 4.1DOL Technical Representative Jim Pluta 90 7th Street, Suite 12-300 San Francisco, CA 94103 Voice: (415) 625-2416 FAX: (415) 625-2427 E-mail: Pluta.james@dol.gov The DOL Technical Representative is responsible for overseeing the Contractor’s performance, ensuring the timely delivery of GFE, responding to any questions of a technical nature, accepting deliverables and services, and approving payment of the invoice. This person will be the Contractor’s primary point of contact for access to the site and resolving technical issues. 4.2DOL Contracting Officer: Linda Chavarin-Morales 90 7th Street, Suite 12-300 San Francisco, CA 94103 Voice: (415) 625-2381 FAX: (415) 625-2427 E-mail: morales.linda@dol.gov 5.0Specific Requirements The Contractor will incorporate the latest commercial, off-the-shelf technology to meet the Government’s requirements. Audiovisual display and control equipment shall be required within the conference rooms and have the ability to support permanently installed audio and visual equipment including, but not limited to, video/data screens, video/data projectors, flat panel displays, document camera, video cameras, consoles, video switchers, VCRs, audio/video distribution to other conference rooms, control systems, amplifiers, mixers, monitors, audiovisual furniture, Local Area Network (LAN) cable drops, Section 508 compliant equipment, audio systems, speakers, and satellite feed. Additionally, the A/V display systems shall have the ability to support installed Government-provided hardware including, but not limited to, laptops, external inputs from the existing LAN, standalone PCs that might be brought into the conference rooms, and projection of video teleconferencing sessions. A.T 12375 (Conference Room) •De-install and disconnect wires, cables and other connections as needed form Extron Hideaway HSA 402 surface enclosures and move table from room to 12-320 •De-install and disconnect wires, cables and other connections as needed from existing Video Teleconference Center (VTC) equipment and Extron MLS 406MA Integrated Media Link Switcher w/amplifier panel. •Remove VTC camera mounted on existing Plasma monitor. •Remove SmartBoard from existing Plasma monitor. •Remove Plasma monitor and mounting bracket •Remove Extron SCP 104 Secondary Control panel mounted on east wall and all attached wiring •Relocate Extron MLS 406MA to 12-320 •Remove Ceiling Speakers and relocate to room 12-320 •Install conference table currently located in 12-320 •Install Floor mounted Cat 5e data drops previous installed in conference table into table from 12-320. Cabling drops should not be visible. Minimum of 4 cat5e cable drops. T 12320 •Remove conference table and move to 12-375 •Install conference table from room 12-375 •Install GFE VTC system in GFE cabinet •Connect GFE VTC to GFE TV •Configure/cable Extron Hideaway HAS 402 surface enclosures, currently installed in table from 12-375, to interface with Samsung LED TV and GFE VTC system using Extron MLS 406a Integrated Media Link Switcher. •Install data drops currently installed in room to Conference table Extron hideaway HAS 402. Minimum of 4 drops •Install Ceiling speakers from room 12-375 and make connects as need to play audio through the Extron MLS 406a •Configure currently connected Satellite TV • T 12305 •Mount monitor from 12389 at location TBD. Extra wall bracing may be needed. •Include wiring from the monitor to the user’s PC and allow switching the view to the PC’s audio and video outputs. 5.1The Contractor shall provide detailed system designs based on site designs shall be submitted within 5 working days after award. The Government will provide room drawings, if requested. The Contractor shall perform the necessary programming and cross connects to ensure all GFE and cables are functioning properly with the A/V systems. All systems shall be fully operational prior to acceptance testing. After completion of installation and testing, the contractor shall provide as-built wiring diagrams, block diagrams, schematics, and inventories for all A/V systems. All drawings shall show actual configuration and connectivity. Additionally, cables shall be physically labeled at interface points in accordance with the configuration specifications. 5.2Service Requirements. The Contractor shall perform system design and site reviews as well as identify all user requirements, programming/software changes, and/or applications that shall be included in the installation. The Contractor shall identify all user cable routing paths and other related capabilities. 5.3System Connectivity. As part of the Contractor’s system implementation activities, the Contractor shall provide for, program, test, and document the systems’ connectivity requirements. 5.4System Protection. The Contractor shall insure that all of the Contractor-installed equipment is properly grounded in accordance with the OEM’s equipment grounding installation standards. 5.5Key Personnel The Contractor shall provide contact information for all key personnel, including names, addresses, office and cellular telephone numbers, fax numbers, and e-mail addresses. Key personnel may not be removed from the project without approval by the GSA Technical Representative. 5.6Implementation Schedule The Contractor shall provide an implementation schedule within ONE working days after issuance of the order. All work shall be completed within the period of performance specified for this task. 5.7Training Upon successful installation, the Contractor shall provide end user training along with OEM manuals. 6.0 Acceptance Testing The systems shall perform satisfactorily for a period of 30 calendar days. When necessary, the Contractor shall correct any system defects and replace any failed equipment during this test period. The Contractor shall respond to a trouble call within four hours and resolve the problem within 24 hours of the call. 7.0Warranty 7.1The Contractor shall provide a two-year warranty (full parts and labor) or the warranty provided by the original equipment manufacturer, whichever is longer, for all new equipment and software from the date of acceptance. The Contractor’s workmanship shall be guaranteed for 90 days from the date of acceptance by the GSA. 7.2All items shall be free from defects in material and workmanship and conform to the Government’s requirement. 8.0Section 508 The Contractor may receive requests to provide equipment that meets accessibility requirements under Section 508 of the Rehabilitation Act of 1973 (29 U.S.C. 794d). Information regarding Section 508 is available via the Internet at http//www.section508.gov. If requested by the Government, the Contractor shall provide Section 508-compliant resources under this contract. 9.0Documentation In addition to the documentation requirements 5.1, the Contractor shall provide documentation from the original equipment manufacturer for all installed equipment and software. Documentation must be in soft copy and e-mailed to the DOL Technical Representative; hard copy and CD/DVD are optional. All documentation shall be current and correspond to the installed hardware and software version(s). 10.0Administration 10.1Travel: none. 10.2 Status Reports document the work performed under this order. The narrative reports shall contain an accurate, up-to-date summary account of tasks completed during the next month, and any outstanding issues. These reports shall be no longer than one page and should contain a statement of progress against the cost schedule developed by the Contractor under project management. 10.2.2Invoicing. Billing and payment shall be accomplished in accordance with the contract. The Contractor may invoice after acceptance by the Government for the systems based on the as-built inventory. Failures to comply with the procedures outlined above may result in your payment being delayed.
