- Indian Health Service (IHS); Office of Clinical and Prevention OCPS)(; Division of Behavioral Health (DBH), through the Division of Acquisition Management, Strategic Acquisition Service, Program Support Center, U.S. Department of Health and Human Services, will be issuing a solicitation for technical assistance and evaluation. The Indian Health Service (IHS) Domestic Violence Prevention Initiative (DVPI) aims to improve the coordinated response within American Indian and Alaska Native (AI/AN) communities through collaborative healthcare partnerships with tribal and local domestic violence and sexual assault advocacy services to improve their response to victims of domestic violence and sexual assault within Indian Health, Tribal and Urban operated health facilities, tribal entities and programs. Additionally, the DVPI includes the development and implementation of IHS Sexual Assault Forensic Examination (SAFE) programs to provide Sexual Assault Nurse Examiner (SANE) services and establish Sexual Assault Response Teams (SART). The SANE/SART programs are to respond and provide sexual assault forensic examination services and sexual assault advocacy for victims who have been sexually assaulted in an emergent timeframe at Indian Health Service facilities and tribal health facilities that provide 24 hours, 7 days a week emergency services. The Indian Health Service (IHS) provides comprehensive health services to American Indians and Alaska Natives (AI/AN) through a system of IHS, Tribal, and urban (I/T/U) operated facilities and programs. This Indian health system currently serves approximately 1.9 million AI/AN people through 48 hospitals, 221 health centers, 120 health stations, 100 Alaska village clinics, and 34 urban Indian projects. Health services provided by the Indian health system represent the only source of health care for many of those served. Funded programs also include the 562 federally recognized tribes in the United States to assist tribal entities responding to victims of domestic violence and sexual assault. The Evaluation Contractor selected will provide domestic violence and sexual assault project training, technical assistance, and program evaluation to American Indian and Alaska Native (AI/AN) funded programs, the Indian Health Service, Tribal and Urban operated health facilities who respond to victims who have experienced domestic violence and sexual assault in tribal communities. The anticipated contract will have a 12-month base period with four (4) 12-month option periods. The solicitation will be issued approximately 15 days after this synopsis is issued and will be made available electronically at this address: http://www.fedbizopps.gov. Only electronic copies of the solicitation will be available. Proposals will be due approximately 30 days after the solicitation is issued. Competition will be full and open, unrestricted under NAICS Code 541990/$6.5 M.
