Description
This solicitation and any resultant contract is a stewardship project in accordance with Section 323 of Public Law 108-7 (16 U.S.C. 2104 Note, as revised February 28, 2003 to reflect sec. 323 of J.J. Res. 2 as enrolled), the Consolidated Appropriations Resolution, 2003, amending Public Law 105-277, sec. 347. This is a commercial item acquisition that has been tailored to fit the Government's method of trading goods for services. 1. The purpose of the Last Chance Stewardship Project is to implement work items identified in the Last Chance Integrated Vegetation Management Project Environmental Analysis. 2. Mandatory work includes felling, yarding to the landing with tops and limbs attached, and decking of small trees (small trees 4.0" to 9.9" inches DBH) on 1251 acres. This non-sawtimber material will be made subject to agreement for removal to a processing facility if so requested by the contractor, and be paid for at current contract rates. In addition, maintenance of roads needed for timber haul and other activities will be mandatory in his contract. 3. Optional work includes 7 miles of road decommissioning, 216 acres of thinning with skyline system, preparation of disposal site, and hauling to disposal site skyline-thinned merchantable sawlogs, and mechanical piling of ground fuels in two payment units totaling 257 acres. 4. Boundaries of all payment units are designated on the ground with orange paint in the following manner: i. Two orange dots at, or above, DBH face into the unit. ii. One orange dot at, or above, DBH on either side of the tree denote direction of boundary. iii. Yellow boundary tags may also used 5. All payment units are ITM (individual tree marked) and sawtimber sized trees (10.0" to 29.9" DBH) are marked with blue paint above and below stump. 6. Unless otherwise agreed, no tree over 30" DBH shall be cut. Commercial thinning using a combination of ground-based mechanized felling equipment and hand-felling to thin 1318 acres. Yarding with tops and limbs attached will be required and all cut trees. Processing is to occur at the landing and the sawtimber will be hauled to the nearest mill. Non-sawtimber material, if opted for, will be processed (chipped) at the landing and hauled to the nearest facility. Tillage of landings and skid trails is required and erosion control devices will be installed after tree removal. The objective of the project is to reduce crown fire potential, improve species diversity, and improve forest health. Project Location - Approximately 30 miles northeast of the town of Foresthill, California. Legal location is: Portions of Township 14N, Range 12E, Sections 13, 12, 10, 3, 2, 1. Mount Diablo Base and Meridian (MDB&M). Portions of Township 15N, Range 12E, Sections 34, 35, 36 (MDB&M).. Portions of Township 14N, Range 13E, Sections 18, 8, 7, 6, 5 (MDB&M). Portions of Township 15N, Range 13E, Sections 33, 21, 31, 30, 29, 28 (MDB&M). NOTE***-UNITS and ITEMS subject to change until the solicitation is issued, refer to solicitation documentation and Amendments for actual quantities. Anticipated solicitation upload date is on or about August 3rd, 2010. The proposal response date will be as stated in the solicitation, but is anticipated September 2, 2010 at 1PM local time.
