Description
This is a combined synopsis/solicitation request for quote for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued for solicitation number NIAID-RFQ-10102 a Request for Quote. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-44, dated July 8, 2010. The associated North American Industry Classification System (NAICS) Code is 811310, which has a size standard of $7.0. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a small business set-aside. The National Institute of Allergy and Infectious Diseases (NIAID) intends to procure a continued one year maintenance service contract for a scientific piece of equipment - (2) Biacore T 100 Processing Unit, serial number#CN12174 and model# 14110065. The contractor will provide for one year: One preventative maintenance visit (including parts); Insurance coverage against any unexpected breakdown (includes parts and labor); Priority, unlimited technical support via email and telephone; Priority assistance with applications; and training course. The contractor must be an authorized and certified dealer for GE Healthcare Biosciences to perform the services for maintenance. The contractor must provide replacement parts that will be compatible with existing equipment in order not to void any warranties provided by the manufacturer. The following factors shall be used to evaluate offers: 1) price, 2) capability to meet required specifications, and 3) warranty. Period of Performance shall be one year. Place of delivery Rockville, Maryland, 20852. The government will award a fixed price purchase order to the responsible contractor. The FOB point shall be Destination. The following Federal Acquisition Regulations provisions and clauses apply to the acquisition: FAR 52.212-1 Instructions to Offerors Commercial Items; FAR 52.212-2 Evaluation - Commercial Items; Far 52.212-3 Offeror Representation and Certifications Commercial Items; Far 52.212-4 Contract Terms and Conditions Commercial Items; Far 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items; and FAR 52.232-33, Payment by Electronic Funds Transfer-Central Contractor Registration (Oct 2003). A completed copy of provisions at FAR 52.212-3 Offerors Representation and Certifications Commercial Items must be included which can be found at Online Representations and Certifications Application (ORCA) https://orca.bpn.gov. By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR database prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation.
