- This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.navsea.navy.mil/nswc/crane/working/contracting/default.aspx. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the Naval Surface Warfare Center, Crane Division, Contracting webpage serve as alternatives if the FBO website is unavailable.Solicitation will be issued for a Firm-Fixed Price (FFP) five-year Indefinite Delivery Indefinite Quantity (IDIQ) contract for Frangible Ammunition (DODIC AA40) manufactured in accordance with Government specifications and drawings. Three thousand (3,000) round product samples of ammunition shall be provided along with the proposal submission. Military packaging shall be required for these components. The Minimum contract value of ammunition anticipated to be procured will be $1,000,000 to a Maximum contract value of ammunition in the amount of $17,500,000. Delivery terms are 120 days after effective date of Delivery Order with F.O.B. destination. Inspection and Acceptance will be at Origin. This acquisition is a full and open competition and all responsible Offerors may submit an offer that will be considered. The Government intends to award a Contract for 5.56 Frangible Ammunition (DODIC AA40) to the responsible Offeror whose offer is the best value to the Government, considering Technical, Past Performance, and Price evaluation factors, as described in the solicitation. Offers that are non-compliant with any material requirement of the solicitation may be rejected without further consideration for award. A Pre-Award Safety Survey will be required prior to award of the contract to ensure contractor compliance with the requirements of DFARS 252.223-7002 and 252.223-7003. To be eligible for award, interested Offerors must be certified under the Joint Certification Program and provide confirmation as detailed in the solicitation in order to receive the technical data package (TDP). Proof of JCP registration must be provided prior to being issued the TDP. Offerors may obtain certification information via the internet @ http://www.dlis.dla.mil/JCP/default.asp. In addition, to be eligible for award, Offerors must be properly registered in the Government's Central Contractor Registration (CCR). Offerors may obtain information on CCR registration and the annual confirmation requirements by calling 1-888-227-2423, or via the internet @ www.ccr.gov. The solicitation attachments will be posted to FedBizOpps at the same time the solicitation is posted. FedBizOpps may be accessed at http://www.fbo.gov. Interested contractors must be registered in the Government's Central Contractor Registration (CCR) and in the Joint Certification Program (JCP) in order to access the attachments. RFPs are in portable document format (PDF). No hard copies of the solicitation will be mailed. Interested sources must download from the www site listed. To download and view these documents, you will need the latest version of Adobe Acrobat Reader. This software is available free at: http://www.adobe.com.All changes to the requirement that occur prior to the closing date will be posted to the Crane web site, FedBizOpps and/or NECO. It is the responsibility of interested vendors to monitor the Crane web site, FedBizOpps and/or NECO for amendments that may be issued to this solicitation. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and will be considered for future discussions and/or award.
