Description
The U. S. Nuclear Regulatory Commission (NRC) intends to enter into a sole source contract with University of Michigan to improve, maintain, and assess the PARCS (Purdue Advanced Reactor Core Simulator) code package and support its application to the steady-state and transient analysis of current and future light water reactor (LWR) designs. These improvements will sustain code robustness, code health, and code applicability, giving the licensing program offices a more mature analysis product with which to inform regulatory decisions. University of Michigan is uniquely qualified to provide the services based on its knowledge and experience of the theory and algorithms utilized in PARCS. The NRC office of Nuclear Regulatory Research (RES) has been developing the PARCS code since 1998 under a licensing agreement from the Purdue Research Foundation. Another license agreement with the University of Michigan has been developed due to the relocation of the PARCS development team. No comparable commercial and research code will couple to the NRC TRACE code without substantial duplication of costs to the Government in order to bring this selected tool up to the levels of maturity, modeling capabilities, and coding standards that PARCS has presently attained. The period of performance will be thirty six (36) months. This is not a request for competitive proposals.
