- NASA/GSFC has a requirement for one (1) Research Scanning Polarimeter (RSP)instrument and limited warranty.NASA/GSFC intends to purchase the item from Edgar E. Russell pursuant to FAR 13.106 forthe acquisition of supplies or services determined to be reasonably available from onlyone source. The acquisition of the RSP instrument is unique in that it has the desired Short WaveInfraRed (SWIR) spectral capability that was used as a calibration source in theintegration and test of the Aerosol Polarimetry Sensor (APS) instrument. The RSPinstrument is required for on-orbit calibration activities of the APS instrument. Sincethe RSP instrument has already been fabricated, integrated, and tested, it is immediatelyavailable for procurement. The RSP instrument is required to support on-orbit calibration of the APS instrument,which is currently scheduled to launch November 22, 2010. A new build would not meet theschedule constraints to support an early orbit check out of the APS instrument. The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon August 6, 2010. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.An Ombudsman has been appointed.
