- This is a combined synopsis/solicitation for commercial items and/or services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This action is being solicited on a Sole Source basis under authority 41 U.S.C.253(c) (1) as implemented by the Federal Acquisition Regulation (FAR) Subpart 6.302-1 entitled "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements". The intended source is the Quantum, P.O. Box 57100, Irvine CA 92619-7100, as they are the Original Equipment Manufacturer (OEM). The proposed sole source action is for the repair, recertification, and maintenance of the Quantum Scalar I-2000 Tape Libraries located in the Department of Veterans Affairs (VA) Field Offices in Hines, Illinois and Silver Springs, Maryland. The Government is aware that there are Quantum authorized Value-Added Resellers (VAR) and Distributors who can provide Quantum technicians certified for repair and maintenance of tape libraries on the National Aeronautics and Space Administration (NASA) Solutions for Enterprise-Wide Procurement (SEWP) IV Government-Wide Acquisition Contract (GWAC). However, in the recent past, repairs were performed on the tape libraries by technicians of a subcontractor of a SEWP IV contract holder who were not Quantum certified technicians. This resulted in critical damage to the system. Resellers under SEWP cannot perform the recertification process. Only the OEM can perform both the repair and re-certification. Thus, the requirement for repair and recertification of the systems must be performed by Quantum. Due to the urgent need for the repair of the tape library at Silver Springs, and the recertification of the tape libraries at Hines and Silver Springs, Quantum is the only source that can perform the effort. This synopsis if provided for informational purposes only and is not to be considered as a Request for Quotation; however, all responsible sources may submit a quote, which shall be considered by the agency. The solicitation number is VA118-10-RQ-0648 and the response is due to be in receipt by this office not later than 07/28/10 at 2:00 PM EST. The proposed action is on a firm fixed price basis for the procurement of the repair, recertification, and maintenance of the Quantum I-2000 Tape Libraries which includes Quantum Gold Support Plan for Hines, IL and Quantum Silver Support Plan for Silver Springs, MD. The period of performance will be from date of award through 12 months with two 12-month option periods to be exercised at the Government's discretion.
