Description
The Food and Drug Administration intends to award a Purchase Order for the services listed below. The requirement will be awarded using Simplified Acquisition Procedures in accordance with FAR Part 13.106. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is 10-223-SOL-00272. This is a 100% small business set-aside. This solicitation is issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-44, July 8, 2010. The associated North American Industry Classification System (NAICS) Code is 541519 - Other Computer Related Services; Small Business Size Standard is $25 mil. The Food and Drug Administration is soliciting for a flexible Wiki-based Laboratory Information Management System (LIMS) to address IT, storage, and data management issues faced. Statement of Work: The system will be installed on separate servers for the Center for Metabolomics and Division of Personalized Nutrition and Medicine (DPNM). The LIMS must be able to correlate metadata (samples, bar codes, studies, instruments, instrument runs, clinical chemistry, histopathology scores, SOPs, and Protocols) with raw and processed LC/NMR, UPLC/MS, GC/MS data generated in the Center for Metabolomics as well as with genotype, gene expression, methylation, HPLC, and UPLC and other data generated in the DPNM. Installation will include basic Apache, MySQL, and MediaWiki installation and appropriate software configuration, access restriction according to Center for Metabolomics and DPNM, documentation for users and IT administrators, and template forms for metadata. The system requirements for the Center for Metabolomics must include the capability to write and install software that will parse files from work stations and PCs from four analytical instruments: NMR, LC-MS QTOF, LC/MS TQ, and GC/MS. It must be able to identify the raw data files from each instrument, peak identified list on each instrument, create tools for easily importing files to the server and extracting their data with queries, be able to see compounds analyzed from protocols or barcodes for samples, input and parse images generated on the 4 instruments. Email notification related to task assignment and completion. The system requirements for DPNM must be able to write or install software that will facilitate sample and data management. The software must be able to parse files from work stations and PCs from analytical instruments: Illumina iSCAN, HT7900, ABI3730, and the Roche 454 Junior. The software must link UPLC and HPLC instruments and robots within DPNM. It must create tools for easily importing files to the server and extracting their data with queries, be able to see sample lists from protocols or barcodes, input and parse images generated on the instruments. Email notification related to task assignment and completion. The Contractor will train and support science investigators in the Center for Metabolomics and DPNM on how to use the web-based LIMS system. The contractor will provide full technical documentation of the LIMS system, including a list of all programs and scripts written or modified under this contract with a description of their purpose and their location on the server, and detailed system diagrams indicating the flow of data through the system from instrument to data store clearly showing the role of each program or script used by the system. The technical documentation will also include a list of all Semantic Templates and Semantic Forms developed or modified for the contract with a detailed description of their role in the system. The contractor will train IT staff on upkeep and maintenance of the LIMS system, including procedures for startup, shutdown, adding new users, and software updates. Contractor will provide training materials and give description of methods for adding new instrument types to the LIMS, and adding GUI HTML elements to LIMS system for the execution of UNIX command-line tools via CGI. The contractor will provide one day on site training session for scientists and developers and the support of questions by phone or email for 60 days after completion of the on-site training session. The system must be Section 508 compliant, customizable using Media Wiki and Semantic Media-Wiki extensions, secure group-based access with assignment of "read only", "read and write", and "no read" permissions, configurable and editable, ability to exchange data with existing software systems and instruments using conventional protocols like HTTP, Web Services, SPARQL, or SQL, user training for scientists, and training of IT for upkeep. 352.270-19 Electronic Information and Technology Accessibility (January 2006) Section 508 of the Rehabilitation Act of 1973 (29 U.S.C. 794d), as amended by Public Law 105220 under Title IV (Rehabilitation Act Amendments of 1998) and the Architectural and Transportation Barriers Compliance Board Electronic and Information (EIT) Accessibility Standards (36 CFR part 1194), require that all EIT acquired must ensure that:(1) Federal employees with disabilities have access to and use of information and data that is comparable to the access and use by Federal employees who are not individuals with disabilities; and(2) Members of the public with disabilities seeking information or services from an agency have access to and use of information and data that is comparable to the access to and use of information and data by members of the public who are not individuals with disabilities. This requirement includes the development, procurement, maintenance, and/or use of EIT products/services; therefore, any proposal submitted in response to this solicitation must demonstrate compliance with the established EIT Accessibility Standards. In order to comply with Section 508 of the Rehabilitation Act, the contractor must complete a Voluntary Product Accessibility Template (VPAT) and submit after development is completed. The technical standards applicable to this requirement are: 1194.21 Software Applications and Operating Systems (a,b,c,d,e,f,g,h,i,j,l). The 508 technical standards are available at http://www.section508.gov/. An official authorized to bind the Offeror must sign the terms and conditions of the offer. Offerors that fail to furnish required representations, or reject the terms and conditions of the solicitation, may be excluded from consideration. Contract type: Commercial Item - Firm Fixed Price. Simplified procurement procedures will be utilized. FOB Point destination. To be delivered 90 days or less after receipt of order (ARO). Point of Delivery for Services will be the FDA/NCTR located at 3900 NCTR Road, Jefferson, AR 72079-9502. The provision at FAR 52.212-1 Instructions to Offerors - Commercial Items applies to this solicitation. The following addenda have been attached to this provision: None. The provision at FAR 52.212-2 Evaluation - Commercial Items is applicable to this solicitation. The specific evaluation criteria to be included in paragraph (1) of that provision are as follows: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be the most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) Technical capability of the services offered to meet the Government's requirement (ii) Past Performance (ii) Price. Technical and past performances, when combined, are equal when compared to price. Technical acceptability will be determined by review of information submitted by the offeror which must provide a description in sufficient detail to show that the services offered meets the Government's requirement. Past performance will be evaluated based on information provided by the offeror as to actual sales of the proposed product and/or services to industry or government agencies. The government reserves the right to make an award without discussions. The government is not responsible for locating or securing any information, which is not identified in the proposal. To ensure information is available, vendors must furnish as part of their proposal all descriptive material necessary for the government to determine whether the service meets the requirements. The offer shall include technical specifications, descriptive material, literature, brochures and other information corresponding to each minimum required item, which demonstrates the capabilities of the offeror. The Government reserves the right to obtain information for use in the valuation from any and all sources including sources outside of the Government. The Provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, applies to this acquisition. Offerors must include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items with its offer or indicate certifications in ORCA at http://orca@bpn.gov. The clause at 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. The following addenda have been attached to the clause: None. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition. The following additional FAR clauses cited in this clause are applicable: 52.219-6; 52.222-3; 52.222-19; 52.222-21; 52.222-26; 52.222-36; 52.225-3; 52.225-13; 52.232-33 and 52.239-1. A standard commercial warranty on parts and workmanship is required. The Defense Priorities and Allocations System (DPAS) and assigned rating are not applicable to this solicitation notice.
