Description
THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY TO PREQUALIFY VENDORS. THIS IS NOT A FORMAL REQUEST FOR PROPOSAL (RFP). The United States Senate Office of the Sergeant at Arms (SAA) requires a contractor to provide services for its MobileAccess system for design, installation (cable and equipment), commissioning, testing, and ongoing tech support, maintenance, and repairs. The Senate has deployed the MobileAccess product and related services which include the integration of carrier cellular and BlackBerry communication equipment with an existing in-building wireless network. The SAA has determined technology upgrades to equipment and infrastructure require the highest level of product and carrier knowledge to support the architecture. Additionally, the SAA is interested in a contractor to provide technical management support, planning, oversight, test and evaluation, analysis, verification and validation, market research, and analysis. REQUIREMENTS 1. The Contractor shall be a certified service provider both authorized and supported by MobileAccess. 2. The Contractor shall have demonstrated experience in each of the following: a. Wireless VoIP b. Cable infrastructure (fiber; CAT, RG, Coaxial, Braded cable) c. Equipment installation and commissioning d. System Design e. System Monitoring, Service, Repairs and Testing f. Wireless Telemetry g. On site Wireless two way voice activated communication h. Remote monitoring i. Active and real time device monitoring ii. Real time device location iii. Passive remote monitoring with and without location capability i. Wireless Security surveillance j. Wireless Audio and video RESPONSES: State your qualifications and capabilities to perform each of the mandatory requirements 1 and 2.a. through 2. j listed above. Your response to each requirement must include a paragraph for each requirement with the paragraph numbering identifiable to each requirement listed above; and Provide organizational information, including your Dun and Bradstreet number and point of contact with telephone, fax, and e-mail address. After receipt and review of the responses to this Notice, the SAA may issue a solicitation. The information contained in this notice will be the only information provided by the Senate during the Sources Sought process. All qualified sources should respond to this Notice by submitting an information package in accordance with the instructions provided. Vendors responding to this Notice and deemed qualified by the SAA may be requested to submit a proposal in response to a solicitation. Only firms deemed qualified will be permitted to submit proposals. If suitable responses are received from qualified sources, the SAA anticipates release of a solicitation during the fourth quarter of Fiscal Year 2010. Neither the SAA nor the Senate will be responsible for any costs for the preparation of responses to this request. INSTRUCTIONS: Responses to this Notice are due to the POC no later than August 9, 2010, at Noon EDT and shall be submitted electronically via email only to the POC at Acquisitions2010@saa.senate.gov. The subject line of the email message shall be: SSN 2010-S-035. No other method of transmittal will be accepted. The response shall not exceed fifth teen (15) pages. Unnecessarily elaborate submissions are discouraged. Pages over the page limitation may be discarded. Access by the SAA to information in any files attached to the response is the responsibility of the submitting party. Neither the SAA nor the Senate is responsible for any failure to access vendor's information. THIS IS NOT A REQUEST FOR PROPOSAL. THIS NOTICE CONSTITUTES THE ENTIRE SOURCES SOUGHT NOTICE AND IS THE ONLY INFORMATION PROVIDED BY THE SAA OR SENATE. ANY REQUESTS FOR ADDITIONAL INFORMATION WILL NOT BE HONORED.
