Description
In accordance with Federal Acquisition Regulation (FAR) 10.002(b)(2)(i) this notice is issued for the purpose of market research to determine if a contractor can provide the following services: The U.S. Broadcasting Board of Governors (BBG), International Broadcasting Bureau (IBB), Office of Marketing and Program Placement (OMPP) is seeking a satellite, cable or terrestrial television company with reach/outlet to Central and South America to broadcast a Voice of America (VOA) Spanish-Language Television program. This company should be capable of reaching all or a large majority of these countries in Central and South America with its signal: Bolivia Chile Colombia Cuba Peru Venezuela Ecuador El Salvador Argentina Costa Rica Dominican Republic Guatemala Haiti Honduras Mexico Nicaragua Panama Paraguay Uruguay REQUIREMENTS The Voice of America's 28 minute, 30 second program, "El Mundo al Dia" is transmitted via the NewSkies 806 Satellite each weekday (Monday-Friday) at 2100 UTC and again at 2200 UTC. The broadcasting entity responding to this posting must have the capability to receive this program and retransmit it via a high-quality signal to a large majority of said countries above. Such retransmission may be via Direct-to-Home satellite, its own network of cable affiliations; or by a terrestrial network or interconnected networks of transmitting stations. The broadcasting entity should also provide BBG with promotional assistance in announcing the premiere of the program(s), and on a continuing basis, by a general press release and photo(s) to general interest publications, TV guides and trade publications in Argentina, Columbia, Chile, Mexico and Venezuela; and through monthly program announcements to cable operators, TV guides and trade publications. The broadcasting entity must be able to demonstrate measured viewership (by an independent research entity) during the time period proposed to air the 30-minute program. One large measure of effectiveness shall be the Cost Per thousand (CPM) put forward in the broadcasting entity's proposal. Any response to the Solicitation must include this figure. The broadcasting entity must show proof of good financial status for a minimum of 24 months and must be actively registered with Dun & Bradstreet, Central Contractor Registration (CCR) at www.ccr.gov, and on-line representation and certification application (ORCA) at https://orca.bpa.gov. The broadcasting entity must be compliant in all relevant international, regional and local copyright laws, regulations and conventions and be compliant within the countries it operates. BBG may enter into an Affiliate Agreement with those sources whose broadcasting outlets have been selected to accomplish mission requirements. In addition, BBG will collect compliance information from all affiliate broadcasts, as well as Internet and mobile operations (if applicable) to ensure that they fully satisfy the requirements of the affiliation agreements. The Broadcaster is required to submit an affidavit of broadcast along with an invoice each month. Invoices for the last month of the fiscal year may be requested one week in advance of September 30th. All payments will be made 30 days after receipt of proper invoice, in accordance with the Prompt Payment Act. The estimated period of performance will be for a six (6) month Base period, effective September 30, 2010 through March 29, 2011, and four Option Years, based upon the availability of funding. All options will be exercised contingent upon the availability of funds at the discretion of the Government under the same terms and conditions of the base period. This notice is not to be construed as an acquisition Request for Quotation (RFQ), Request for Proposal (RFP) or Invitation for (IFB) nor does the Government intend to pay for any information submitted as a result of this request or will award a contract or proceed with any of the above solicitation. Based on market research results received from this announcement, this proposed acquisition will be procured using FAR Part 15 (Contracting by Negotiation) and may be solicited as a Request for Proposal in the Federal Business Opportunities website no sooner than 15 days after the publication of this notice. Telephone responses of a firm's statement of interest, capabilities, and pertinent experience will not be accepted by the BBG. This Notice is not RFP, IFB or RFQ.
