Description
THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation number is HQ0034-10-T-0077; this solicitation is a request for quotation. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-44. This acquisition will be a 100% total small business set-aside; the North American Industry Classification System (NAICS) code is 332510-Hardware Manufacturing. The business size standard is 500 employees. The Federal Supply Class (FSC) is 5340. The Standard Industrial Classification (SIC) is 3429. The Washington Headquarters Service, Acquisition and Procurement Office (WHS/A&PO) Department of Defense, 1155 Defense Pentagon, Washington, DC 20301 intends to purchase 20 Life Safety Pedestrian Door Locks. These user friendly locks provide the high level of security and maintenance-free operation for the Pentagon Protection Agency, Security Services Directorate. DoD 5200.1 Directive requires door and safe equipment must be protected by FF-L-2890 Federal Specification. Henceforth, these locks will be procured on a brand name basis. Currently Lockmaster isthe only approved manufacturer that meets the above standard. **This requirement is restricted to Lockmaster certified and authorized service providers. Only Lockmaster certified and authorized service providers will be considered for award. Offer submittals will not be accepted from offerors who are not Lockmaster certified and authorized. All offerors shall submit proof of Lockmaster certification and authorization in addition to their quote.** Part Number: LKM7008E3 Manufacturer: Lock Master Description: LIFE SAFETY PEDESTRIAN DOOR LOCKS QTY 20 The following factors will be used to evaluate quotes and are listed in order of importance: (1) Technical Acceptability (2) Price (1) Technical Acceptability The particular brand name, product, or feature is essential to the Government’s requirements, and market research indicates Lockmasters authorized resellers provide the only approved high security locks. To be considered for award, offers shall provide “Lockmasters manufacturered” products meeting the physical, functional, or performance standards. (2) Price The total price will be a determining factor after determination is made as to compliance to technical acceptability. Vendors should include warranty terms and delivery times with their quote. Offeror's shall include Tax Identification Number, CAGE Code, Central Contractor Registration Number, DUNS Number, and applicable FSC Codes stated on their quotes. The following provisions apply to this solicitation: 52.211-6 Brand Name or Equal, 52.212-1, Instructions to Offerors-Commercial, 52.212-4, Contract Terms and Conditions-Commercial, Commercial Advertising, 852.271-70, 52.212-5, Contract Terms and Conditions required to Implement Statutes or Executive Orders-Commercial, including clauses incorporated by reference under Section b (1)(5)(11-16)(23-24); Offerors are to submit pricing. Process of determining contract award: award will be to the lowest-priced responsive, responsible bidder who can provide the Stanley locks. This information should be specific, concise, and complete and provide sufficient information to demonstrate the offeror's capacity to meet or exceed the requirements of the contract.
