DEPARTMENT OF VETERANS AFFAIRS Justification and Approval For Other Than Full and Open Competition 1.Contracting Organization: VA PUGET SOUND HEALTH CARE SYSTEM/SEATTLE DIVISON, 1660 South Columbian Way, Seattle WA 98108 2.Description of Action: This is a request for a one time Purchase Order to place an Ad for the Emergency Medicine through the Annals of Emergency Medicine, by Elsevier Health. This Ad will be used to reach Professionals who are interested in the employment opportunities in the Emergency Department at VA Puget Sound Health Care System. 3.Description of Supplies or Services: The services are for an AD in the Annals of Emergency Medicine for Medical Doctors in the Emergency Room expertise who are searching for opportunities to move to the Pacific North West Region and work within the VA Puget Sound Health Care System. This is the only publication that is available for reaching Medical Doctors in the Emergency Department field of medicine. Estimated value is $3,135.00 4.Statutory Authority: (X) (1) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements; ( ) (2) Unusual and Compelling Urgency; ( ) (3) Industrial Mobilization, Engineering, Developmental or Research Capability, or Expert Services; ( ) (4) International Agreement ( ) (5) Authorized or Required by Statute; ( ) (6) National Security; or ( ) (7) Public Interest 5.Validity of Use of Statutory Authority: Elsevier is the leading publisher of science and health information with more than 30 million scientist, students and health and information professionals worldwide. The Human Resource Office is trying to attract Emergency Department Medical Doctors to fill positions that are hard to fill at the VA Puget Sound Health Care System. The Annals of Emergency Medicine is the only Annals that can reach the professionals who we are trying to reach and provide an opportunity to attract highly skilled individuals to come and apply for positions that are desperately needed in the Emergency Room. Since Elsevier has published 2,000 journals and 20,000 books and major references, and who already have the professionals in the audience that we are targeting and will assist with reaching the right individual(s) we are seeking. 6.Actions to Promote Competition: Market research based on previous competed acquisitions in support of the Annals of Emergency Medicine, have indicated there is not sufficient competition available to reach the desired person we are seeking. The Contracting Officer will conduct market research on future acquisitions to determine if other sources are capable of reaching this target audience. 7.Determination of Fair and Reasonable Price: The anticipated price to the Government is $3,135.00. Prices offered by the vendor include posting the ad for 30 days and will also appear on www.elsevierhealthcareers.com. Price is determined fair and reasonable IAW FAR 13.10606 by reviewing the contractors' published price list and market research conducted. 8.Market Survey (FAR 10): Market Research indicates there is not a reasonable expectation to find another vendor that is able to reach the desired applicant that we are searching for. 9.Other Considerations: None. 10.
