- The U.S. Army RDECOM-ARDEC (Picatinny Arsenal) is conducting a market survey to study the availability of services under five (5) functional areas. These five (5) functional areas are (1) Chemical/Biological Defense (CBD), (2) Munitions, (3) Information Systems and Infrastructure Support, (4) Information Assurance Engineering Support, and (5) Library System Management (LSM), Configuration Management (CM), & Software Process Improvement Support; and are explained in more detail below. FA 1 Chemical/Biological Defense (CBD) The nuclear, chemical and biological (NBC) systems are a family of systems that support our Warfighters in the battlefield by providing audio/visual alarm of detected nuclear, chemical and biological agents or are used in the detection of various suspect type scenarios. These systems are also developed with the First Responder in mind for use as part of the Homeland Defense and civil support activities. The Armament SEC (Software Engineering Center) works with the Project Managers (PMs) of the systems to support software development and maintenance efforts. The ASEC will be looking for contractor support in the following areas:1. Providing expertise to support the interfaces of the PMs system with components that it may interface with as part of its operational environment a.Reviewing affects of changing interfaces and components during the life-cycle b.Identifying alternatives to designs and implementations to be able to continue to use the system due to component obsolescence c.Providing capabilities and assets to enable testing of the alternatives d.Work with Government IPT members to support PM project needs and initiatives e.Providing testing support with other Government agencies as part of system level testing 2. Performing software updates to provide additional functionality to a system as part of efforts to maintain interoperability consistent with Army Software Blocking efforts and requirements a.Requirements definition and traceability b.Updating corresponding software documentation c.Performing various levels of testing and regression testing to verify implementation 3. Supporting the Information Assurance (IA) requirements and preparing documentation for compliance 4. Provide Subject Matter Expertise (SME) support on systems as supported by ASEC 5. Provide support in fielding upgrades to systems to include CONUS and OCONUS locations 6. Provide Process Engineering support for the CBD projects in support of the ASEC Capability Maturity Model Integration (CMMI) initiatives, including maintaining Project Plans, schedules, and WBS a.Providing Configuration Management support b.Providing Measurement Analysis support c.Providing Risk Management support 7. Provide support to maintain and ensure CBD laboratory equipment is accounted for FA 2 - Munitions The munitions team provides software engineering & acquisition expertise throughout the entire life cycle of the supported munitions systems. Most of these systems have safety critical, security (Information Assurance (IA)), and/or mission critical requirements that flow down to software (SW)and usually require some type of certification to ensure they are met. The type of SW on munition systems can include but not limited to:- Graphical User Interfaces (GUIs) on control stations - Munition or munition effects running on circuit board Embedded SW - Embedded SW controlling fuze function and guidance and control of flight- Embedded SW controlling Situational Awareness (SA) Sensors- Embedded SW controlling radio functionality The Armament SEC will be looking for contractor SW support for the above types of systems in the following areas or hybrid of the two areas: 1. SW Acquisition activities a.Provision of knowledge and expertise to system/software contractors and Armed Forces users through the participation in various project IPTs and/or interfacing with contracted system/SW counterpart b.Validation and verification of system/software development requirements c.Review and analysis of contract deliverable products d.Track and report on system development progress e.Configuration management of software baselines f.System/Software engineering verification testing of deliverable software g.Manage Information Assurance (IA), SW Safety, and Interoperability needs 2. SW Maintenance Development activities a.Perform SW Development/Engineering activities in accordance with the SECs CMMI processes and practices b.Implementation of modifications to fielded operational software and associated embedded trainers (if applicable) including: i. SW architecture/requirement analysis and tradeoff studies ii. SW Design analysis and tradeoff studies iii. Code updates iv. Test planning and execution ensuring requirement bi-directional traceability from System Level requirements down to source code and back v. Development/maintenance of software support environments vi. Update and maintain SW support documentation vii. Ensure system level interfaces are maintained and/or updated to conform to Army SW Blocking viii. Ensure system level IA and security requirements/measures are maintained and/or updated in order to maintain systems Authority to Operate (ATO) ix. Ensure system safety process and architecture are maintained through proper SW Safety processes supporting overall system safety x. Provide SW level metrics including but not limited to Software Lines of Code (SLOC) counts (plan vs. actual), module complexity, requirement stability, defect tracking, cost, schedule, etc. xi. Fielding system software modifications in theatre (CONUS and OCONUS) FA 3 - Information Systems and Infrastructure Support The System Administrator (SA) provided by the contractor shall support and assist business areas. He/she shall be trained, experienced, IA certified, and currently certified on the Information Systems that he/she is required to maintain. The SA must be a U.S. citizen and must comply with local access approvals commensurate with the level of information processed on the system he/she is to administer. The SA must complete training and attain certifications to meet local ARDEC and DOD 8570.01-M Information Assurance Workforce Improvement Program requirements for accessing mission servers and other systems as a SA. The duties, responsibilities and requirements of the SA are contained in Army Regulation 252 - Information Management: Management of Sub disciplines, Information Assurance. The Armament SEC is seeking Mission information systems and infrastructure support for the following general areas: 1. End-User Technical Support2. Desktop Management3. Network & System Management4. Voice and Data Communications5. Business Applications6. Strategic Technology Planning7. Collaborative Data Environment (CDE) 8. Process Engineering Group (PEG) Engineering Support9. Process Assets Library (PAL) 10. Organizational Standard Process Training11. Facilities Infrastructure Support12. CMMI & Quantitative Project Management (QPM) Support13. Conference Room Facilities Support FA 4 - Information Assurance Engineering Support The Armament SEC Weapon Systems Information Assurance (WSIA) Team has a requirement to provide Information Assurance (IA) services to its customers. These IA services include support to Program Executive Offices (PEOs), Project/Product Managers (PMs), and other Army organizations for Information Systems (ISs) IA Certification and Accreditation (C&A) support under the DoD Information Assurance Certification and Accreditation Process (DIACAP). Additional IA services provided to support customers include IA engineering support encompassing technical documentation preparation and review, IA related assessments and IA program management coordination. It is important to note that IA activities are needed by every tactical PEO/PM prior to fielding, by every laboratory prior to operation, by every Army entity using ISs, and once selected, the WSIA Team will be a viable alternative for these ACA services for many diverse customers. The WSIA team is contacted by multiple potential customers seeking IA Engineering Support The Armament SEC is seeking IA engineering support for the following general areas: 1. DIACAP Experience2. IA DoD & Army Regulations & Policies Experience3. Certification and Accreditation (C&A) testing Experience 4. Working for ACA Experience5. DoD 8570.01-M Certifications & Experience6. CISCO and Operating System Experience7. Cleared Personnel 8. Classified Data Experience9. IA Lab10. IA Tools Experience11. IA Tools Development Experience12. ACA Application Experience FA 5 - Library System Management (LSM), Configuration Management (CM), & Software Process Improvement Support: The contractor shall provide support for the ARDEC Armament SEC Library System and support for Armament SEC Organizational Configuration Management efforts, and institute service improvements in accordance with Government requirements. 1. Library Support Element: Reference Library/ Support Environment Library: The contractor shall manage the Reference Library that includes the following tasks: a. Check-in /check out of items. b. Audit operation (integrity, operation, resources, or access). c. Maintain Status (storage location, search and retrieval based on system, type document, etc.). d. Order copies of documents, as necessary, to support requests from ARDEC Armament SEC personnel or to keep the library contents current with approved policies. e. Provide a Log-in/Log-out/Search/Report service. f. Store, duplicate, and label items, based on requests from Management. g. Maintain media, with tape cleaning/degaussing and replacement services. h. Order, store and control distribution of blank media and labeling/packaging materials. i.Package, mark and distribute all non-baseline items requested by external organizations. j.Conduct media conversion from hard copy format to electronic and magnetic format. k.Ensure quality of media resulted from this effort, conduct audits of electronic files resulted from media conversion, generate audit findings, and assist in correcting deficiencies. The contractor shall manage the Support Environment (SSE) Library, which includes the following tasks: a. Check-in/ Check-out of SSE items b. Control access (write, read, check-out, internal release, formal release). c. Maintain status (storage location, search and retrieval based on system, type ofdocument, etc.).The contractor shall provide support in preparation of daily/weekly/monthly backups, and all continuity of operations (COOP) items, and participate in the CM/LSM Project by-weekly meetings. 2. Configuration Management (CM) Support: The contractor shall perform as a working member of the CM Project Team and provide support to the CM Project Leader in the planning, generation, review, revision and implementation of CM procedures. The contractor shall apply organizational configuration management expertise to performing baseline and change processing into the Organizational CM Repository. The contractor shall manage the Organizational CM Repository, which contains, in a secure, controlled storage area, copies of all items that are part of the formal configuration management baselines. In addition, the contractor shall: a. Accept software baselines under CM control; make entries of software baselines and changes to them into the Configuration Management Data Base. b. Maintain baseline status; provide Inventory and SW Baseline Reports to Armament SEC projects. c. Release items from Organizational CM Repository upon requests from Armament SEC projects. d. Conduct media conversion from hard copy format to electronic and magnetic format. e. Ensure quality of media resulting from this effort: conduct audits of electronic files resulting from media conversion, generate audit findings, and assist in correcting deficiencies.
