Description
NASA/GSFC has a requirement for Atomic Layer Deposition System.Please see the attached Statement of Work for requirements. This notice is a combined synopsis/solicitation for commercial items prepared inaccordance with the format in FAR Subpart 12.6, as supplemented with additionalinformation included in this notice. This announcement constitutes the onlysolicitation, which is issued as a Request for Quotation (RFQ); quotes are beingrequested and a written solicitation will not be issued. Offerors are required to usethe On-Line RFQ system to submit their quote. The On-line RFQ system is linked above orit may be accessed at http://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=C&pin=. Theinformation required by FAR Subpart 12.6 is included in the on-line RFQ.The Government intends to acquire a commercial item using FAR Part 12 and the SimplifiedAcquisition Procedures set forth in FAR Part 13.Interested organizations may submit their quotes, capabilities, and qualifications toperform the effort in writing to Diane Scheuerman via the On-Line RFQ system no laterthan 4:30 PM on 8/9/2010 Eastern Time. Questions regarding this acquisition must be submitted in writing toDiane.Scheuerman-1@nasa.gov no later than 4:30 PM on 08/9/2010 Eastern Time. It is thequoter's responsibility to monitor this site for the release of amendments (if any).Potential quoters will be responsible for downloading their own copy of this notice, theon-line RFQ and amendments (if any). Trade offs will be considered in making final selection for award. Bestvalue will be based on the following factors:Technical: The Offerors comprehension of the SOW and its critical aspects will beevaluated for insight and overall soundness. The offeror's proposed compliance matrix tothe SOW and specification will be evaluated for completeness and overall technical merit.The offerors ability to meet the performance and functional testing requirements, asprovided in the offerors acceptance test description, will be evaluated to determinewhether the offeror is capable of adequately demonstrating the operation of the ALDSystem after installation. The ALD System design will be evaluated for thoroughness, andreliability. In addition, the offerors assessment of the design will be evaluated forreasonableness of performance and operability. Capabilities that exceed the PerformanceSpecification and Statement of Work minimum requirements will add value to proposals. Specifications must be individually addressed and any exceptions and compliances must beclearly noted by providing a matrix as an attachment to the proposed quote.Past Performance: The offerors shall provide at least ten(10) references of deliveredsimilar units to the one being proposed. Three (3) relevant past contracts with theGovernment and or/industry, both current and expired, within the last five (5) years ofthe 10 references shall be verifiable.The offeror shall include contract number,contract value, agency name and point of contact (including address, telephone and faxnumbers, and email address, if available), brief description of the scope, and status ofthe contract (current, terminated (if so, why), successfully completed). Offerors withno previous contracts shall so state. The government shall consider information obtainedfrom any other sources when evaluating an offerors past performance.
