Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, simplified acquisition procedures and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular 05-40. This announcement constitutes the only 100% total small business set aside solicitation. This synopsis, NAICS code 541711, is to notify contractors that the government intends to issue a Firm Fixed Price Purchase Order in accordance with FAR Part 13.106 for the following statement of work, under the simplified acquisition procedures. Any firm that believes it is capable of providing the required service as stated herein may submit a capability statement to document its ability to provide the required services. A determination to compete this procurement based on a response to this notice is solely within the discretion of the Government. The Government reserves the right to award a contract without discussions if the Contracting Officer determines that the initial offer(s) is/are providing the Best Value and discussions are not necessary. Award will be made to the party whose quote offers the best value to the Government. The Government may award this contract to other than the lowest price technically acceptable quote. Technical capability and past performance are significantly more important than price. This solicitation is issued as a Request for Quotation (RFQ). The Food and Drug Administration (FDA) intends to award a purchase order for c1 inhibitor knockout mice. 1. Statement of Need: The supplier shall provide two breeding pairs of mice with deletion of the C1inh (Serping1) gene. Data showing absence/modification of the gene and absence of the protein shall be provided. The mice shall come with complete testing for pathogens appropriate for acceptance and transport into the 29A Animal Facility (see below pathogen list). Data on the phenotype of the mice shall be provided as well as any specific information related to the breeding, testing and appropriate maintenance of the mice. Data on the background genetics of the mice shall be provided. The background shall be that of C57bl6. If that is unavailable then the mice should have a common laboratory mouse genetic background and an H-2b haplotype for MHC. If the pairs do not survive, do not successfully breed, or the deletion is lost, the supplier shall provide a replacement pair at no additional cost. The supplier shall be available for questions regarding the breeding, maintainance, genotype and phenotype of the mice. Mice need to be available within 2-6 months. The provision of stem cells or embryos without a viable breeding pair should only be considered if no viable breeding pairs are available. Period of Performance/Basis Three years from date of award.
