Description
COMBINED SYNOPSIS/SOLICITATION Description: The Government has a requirement for a 5.25kW Solar Panel Array package for the NOAA Samoa Observatory in American Samoa to replace earthquake damaged panels. (I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II) This solicitation is issued as a request for quotation (RFQ). Submit written quotes on RFQ Number NRMJ1000-10-17573WGC. (III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-44. (IV) This procurement is a total small business set-aside. The associated NAICS code is 335999. The small business size standard is 500 employees. (V) This combined solicitation/synopsis is for purchase of the following commercial items: Self install 5.25kW Solar Panel Package System. (VI) Description of requirements is as follows: The Government has a need for a replacement 5.25kW Solar Panel Array for self installation on top of an existing flat car port structure at the NOAA Atmospheric Observatory in American Samoa. Specific Requirements are: 1. Each panel should contain a built-in DC-AC power inverter. 2. Total system should be of 5.25 kW capacity. 3. Panels should each contain internal (built-in) electrical and grounding connections. 3. Total cost should include shipping from vendor to American Samoa. 4. Total cost quote should also identify the per/watt cost of each panels. 5. Total cost should be "turn key" and included all necessary parts for the installation including (not limited to): solar panels, mounting hardware, interconnecting wiring, etc. A picture of the installation area is included as an attachment to this solicitation. 6. The proposal should include an option to add a "smart meter" for the system. 7. The proposal should include an option for a software package for system monitoring (on-site). (VII) Time of Delivery is 4-6 weeks ARO. Place of delivery and acceptance is NOAA Samoa Observatory Pago Pago, Cape Matatula, 96799, American Samoa (VIII) FAR 52.212-1, Instructions to Offerors -- Commercial Items (June 2008) applies to this acquisition. (IX) FAR 52.212-2, Evaluation - Commercial Items (Jan 1999), applies to this acquisition. Offers will be evaluated based on price and the factors set forth in paragraph (a), and award will be made to the firm offering the best value to the Government. (a) The Government will award a firm fixed price contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical Capability - meeting all the specifications, Price, Warranty, and Delivery. (b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. (End of provision) (X) The offeror must submit a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items (Aug 2009) with its quote.
