- Cover Letter for solicitation Solicitiation with Terms and Conditions The Court Services and Offender Supervision Agency (CSOSA) is an independent, executive branch Federal Agency, established under Section 11232 of the National Capital Revitalization and Self-Government Improvement Act of 1997. CSOSA is responsible for functions relating to pretrial services, probation, parole and offender supervision of more than 15,000 offenders from the District of Columbia. CSOSA’s mission is to increase public safety, prevent crime, reduce recidivism, and support the fair administration of justice in close collaboration with the communities it serves. CSOSA is seeking contractors capable of providing Psychological Testing Services in support of the Agency‘s Re-Entry and Sanction’s Center. The Contractor shall provide all facilities, labor, material and equipment necessary that facilitate the identification of core psychological information to determine each resident’s ability to respond to and benefit from treatment interventions. The Agency anticipates the award of a Commercial Item Labor Hour Definite quantity contract. The successful contractor(s) will be selected using a best value / tradeoff approach. FAR Part 12 procedures will be used to the maximum extent as the Contracting Officer has determined this as a commercial service. The anticipated period of performance will consist of a base period from contract date of award through September 30, 2011 followed by four (4) one (1) year option periods. The associated North American Industrial Classification System (NAICS) code for this procurement is, 621330 with a small business size standard of $7.0M. This procurement is a totally small business set aside. To be eligible for contract award, interested offerors must be registered in the Central Contractor Registration (CCR) at http://www.ccr.gov. The solicitation will be available on or about July 23, 2010 and will be distributed solely through the General Services Administration's Federal Business Opportunities website http://www.fbo.gov. Hard copies of the solicitation document will not be available. The site provides downloading instructions. All future information about this acquisition, including solicitation amendments, will also be distributed solely through the Federal Business Opportunities website site.
