- Solicitation for services requested. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The US Nuclear Regulatory Commission (USNRC) on behalf of the Office of Small Business and Civil Rights (SBCR) invites contractors to submit a proposal for services described in the attached statement of work, under the authority of Part 12 of the Federal Acquisition Regulation (FAR). The services requested under this solicitation are to have an offsite meeting to fulfill the mandatory periodic training requirement for collateral duty Equal Employment Opportunity Advisory Committee members and staff regarding their roles and responsibilities in providing advice and recommendations to the SBCR Director and NTEU as appropriate on matters concerning staffing, management, minorities, people over 40 years of age, and employess with disabilities at NRC. The offsite meeting will take place during the fourth week in September (September 27, 2010 through September 29, 2010). Arrival time for approximately 70 individuals will be on Sunday afternoon, September 26, 2010. NIACS: 721110 Consultants' Associations; Competition Level: Full and Open; Order of Magnitude Threshold: (Estimate) $40,000; Number/Non-numbered note: 13 Apply Enclosed is a Statement of Work and deliverable requirement for the negotiation of a Purchase Order proposal under the "SBCR Special Emphasis Program Conference" Services request. Please submit your proposal by August 10, 2010, no later than 11:00 a.m. (EST). This RFP in no way obligates the U.S. Government to award a contract, nor does it commit the U.S. Government to pay any cost incurred in preparing and submitting your proposal. The selection will consist of a Best Value source selection process based on acceptability of accommodations, corporate experience, past performance, and price. Under a best value source selection, non-price evaluation factors, when combined are significantly more important than price. United States Nuclear Regulatory Commission (USNRC) will evaluate each firm on its expertise and knowledge of the services described in the statement of work. However, USNRC will not select an offeror for award on the basis of a superior capability without consideration of the amount of its price. In order to select the winning proposal, USNRC will rank each offeror by making a series of paired comparisons between them, trading off the marginal differences in capability and the price. The selection authority will decide whether the marginal difference in capability is worth the marginal difference in price. The period of performance for this procurement will be September 26, 2010 through September 29, 2010. The NAICS code for this solicitation is 721110. The Government estimated value of this purchase order will be no more than $40,000.00 with a potential of 75 maximum people attending this conference. Proposals submitted in response to this RFP will be received in the following manner: via regular mail, hand carried, and e-mail.
