Description
Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 6120 Executive Boulevard, EPS Suite 600, Room 6072, Rockville, MD 20852, UNITED STATES. Description The National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG), Genetic Epidemiology Branch, plans to procure on a sole source basis the services of SeqWright Inc., 2575 W. Bellfort, Suite 2001, Houston, TX 77054 to perform quantitative PCR on DNA samples extracted from blood of subjects in melanoma-prone families. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). The North American Industry Classification System Code is 541380 and the business size standard is $12.0M. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Period of Performance: Performance shall be for eleven months from date of award. The purpose of this requirement is to confirm the copy number changes in 15 genes in melanoma cases that harbor the changes (10 samples for each gene) using quantitative PCR (qPCR). The contractor shall design two assays for each gene and choose the best assay for further evaluation. For genes showing consistent copy number changes (~8 genes), the contractor shall analyze them in all individuals with DNA available from families that harbor the changes (~20 samples for each gene) to confirm their co-segregation with disease status. The contractor shall then test 100 unrelated healthy controls for each of these genes (~5 genes) using qPCR to confirm that these CNVs are rare and are specific to melanoma. The contractor shall perform qPCR on 810 DNA samples. SeqWright is an Applied Biosytems TaqMan® authorized service provider. It offers qPCR services specifically designed for copy number determination. Their service includes both assay design and qPCR assays. NCI has been using SeqWright service for qPCR validation of aCGH results in melanoma families and some assays have been purchased and established. It is critical to use the same experimental condition to analyze these samples in the same study for direct comparisons. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on August 6, 2010. No electronic capability statements will be accepted (i.e. email or fax), an original and one copy must be sent to the NCI Office of Acquisitions at the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
