- Introduction: Pursuant to FAR Subpart 13.106-1(b)(1), the U.S. Army RDECOM Contracting Center, Natick Contracting Division, on behalf of the US Army Combat Feeding Directorate (CF), intends to award a firm fixed price purchase order on a sole source basis to: Practical Computer Applications, Inc., Needham, MA 02494. THIS IS NOT A REQUEST FOR PROPOSALS. NO SOLICITATION DOCUMENT IS AVAILABLE. 1. Nature and description of the supplies or services required to meet the agency's needs: There is a need to develop an integrated Unitized Group RationTM (UGRTM) and field kitchen equipment database program that serves as a forecasting tool to predict the kind of equipment needed and the needed quantities, based upon available cooking time and the total number of soldiers to be fed. This will also predict the amount of waste stream generated, and the total amount of water required to meet the feeding requirements. 2. A demonstration that the proposed contractor is the only source available to provide these services or goods (i.e. unique qualifications, proprietary rights, etc.): PCA, is a Microsoft Gold Certified Partner, which provides custom database application engineering services on the Microsoft Internet database platform. PCA's past experience working with Department of Justice on PCA designing and developing the Securities Fraud Claims Administration platforms and software support in accordance with DoD 2167a to Langley Air Force Base, to support in-house built database application to manage next tour of duty requests from all Majors and above in the US Army has demonstrated their expertise in designing databases in accordance with DoD STD 2167a. 3. A description of the market research that was conducted and the results, or a statement of the reason a market research was not conducted: Based upon web research conducted, PCA is the only company that is a Microsoft Gold Certified partner that can design the SQL based database software in accordance with the DoD STD 2167a. This DoD standard establishes uniform requirements for the software development that are applicable throughout the system life cycle. 4. Any other facts supporting the use of other than full and open competition: None 5. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required: None 6.
