Description
This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. The National Institute on Drug Abuse (NIDA), Intramural Research Program intends to solicit, negotiate and award a purchase order on a noncompetitive basis with Thomson Instrument Company, 354 Tyler Road, Clear Brook, VA 22624. The National Institutes on Drug Abuse (NIDA), Division of Intramural Research in Baltimore, Maryland requires the following items: HTEC-500 Stand-Alone HPLC-ECD System - including EC Detector, Pulse-less HPLC Pump, Temperature Controller, online High Efficiency Degasser - all in one package. EPC-500 - Data Processor including Software. No PC included AS-700 - Autosampler Insight Controlled by EPC-500. Robust mechanism with outstanding air cooling system, two 96-well plates carriage. ASM-700 - Required to operate AS-700. Method files for PowerChrom EPC-500 Computer, pre-configured, flat panel screen, #902402 - included in item #1 with 90 day warranty. DA/5-HT Separation column, #PP-ODS second column included in item#1 but covered under separate warranty Shipping, Installation and training. The acquisition is being conducted under simplified acquisition FAR 13 and is exempt from the requirements of FAR Part 6, Competition Requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government. An award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition.
