- Statement of Work This is a pre-solicitation notice. The Federal Bureau of Prisons intends to make a single award to Solicitation RFQP0603100007 to a responsible entity for the provision of Advanced Occupational Educational Training Program in accordance with the statement of work for the inmates incarcerated at the Federal Detention Center located at 351 Elliott Street, Honolulu, Hawaii. The North American Industry Classification System (NAICS) Code is 611699 (Size Standard: $7.0 million). The requirement will be for a qualified instructor to provide services in accordance with a government provided course curriculum. The individual instructor will not exceed 30 sessions of service per week with a session being defined as one (1) hour in duration. The requirement calls for approximately 20 sessions of service per week. Services will not be required on weekends and Federal holidays. Class size will average 12 inmate students per class. The classes will normally be scheduled between the hours of 7:30 a.m. and 8:30 p.m., Monday through Friday. Actual work hours may vary contingent upon the needs of the institution. Proof of qualification will be required when responding to a solicitation. The solicitation will be distributed solely through the General Services Administration's Federal Business Opportunities web site http://www.fedbizopps.gov/. Hard copies of the solicitation will not be available. this site provides all downloading instructions to obtain a copy of the solicitation. All future information about this acquisition, including solicitation amendments, will be distributed solely through the referenced web-site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. Faith-Based adn Community-Based Organizations can submit offers/bids/quotations equally with other organizations for contracts for which they are eligible. Any contractor interested in receiving a contract award with the Federal Bureau of Prisons must be registered at www.ccr.gov and http://orca.bpn.gov. The successful contractor shall be certified under the National Association fo Builders and the curriculum accredited by the Hawaii Department of Public Education. The successful contractor shall be responsible for all applicable federal, state and local taxes. There are no tax exemptions. This is a 100% small business set-aside. All responsible small business sources are encouraged to submit a quotation which will be considered for award. The solicitation will be available on or about July 23, 2010 with an anticipated due date for the receipt of quotes of August 9, 2010 at 2:00 p.m. The Government reserves the right to award without discussion, therefore, each initial quote should contain the quoter's best term from a cost or price standpoint.
